Job Title: General Coordinator (M/F)
Location

Tasks and Responsibilities


  • Under direct responsibility of the head of emergency department, you report to the desk officer.

  • You are in charge of designing and supervising the implementation of MdM’s operational strategy in Nigeria.

More precisely, you will:


  • Manage the coordination team (5 persons).

  • Ensure regular interaction, information sharing, and collaboration with other humanitarian actors in Nigeria (UN agencies, INGOs, local NGOs), and in particular with the medical organizations with similar programs.

  • Represent MdM with the local authorities and with local and international media.

  • Are responsible for fundraising and budget management, ensuring the respect of donors contractual obligations.

  • Monitor regularly the humanitarian situation in Nigeria in collaboration with the coordination team and in case of substantial changes propose and discuss new actions with the team and the Desk officer, including the conduction of need assessments or the implementation of new activities.

  • Participate in the definition of the operational plans, and are in charge of the coordination of its implementation, and the supervision of the activities in a timely manner and in the respect of MDM ethics, principles and MDM commitments.

  • Monitor the security situation, analyze and anticipate the security evolutions.

  • Define and implement safety rules up to date and guarantee their application by all the team in Nigeria.

  • Manage and report on any security incident affecting MDM staff and assets.

Requirements
Skills and Experience Needed:


  • Extensive experience in a similar position in the humanitarian sector as general coordinator

  • Solid experience in a volatile security context and in security management

  • Excellent communication skills, listening and diplomacy skills

  • Experience in supervision and management of a large expatriate and national team

  • Experience in representation with humanitarian actors, authorities and donors

  • Experience in hard negotiations with local authorities, partners and staff

  • Working previously in Nigeria or the Region in an asset

  • Ability to take effective decisions according to the context

  • Flexibility, reactivity, anticipation, adaptability

  • Leadership / team spirit / diplomacy

Languages:


  • English fluent

  • French is an asset

Conditions of Employment


  • Status: Employee

  • Supporting the Admin Manager with delegated tasks to ensure proper management (budget, accounting, reporting, auditing procedures, legal financial obligations, etc.) including the translation of documents and assisting in meetings upon request

  • Prepare / process payments to suppliers in a strict but swift manner, in accordance with the MSFF purchasing and payment procedures

Requirements


  • Degree in Business Administration/Accounting and/or 2yrs experience in relatable field. MSF/NGO experience is a plus;

  • High motivation, flexibility, quick learning and team working;

  • Fluent in spoken and written English and Hausa preferred.

Remuneration
Monthly Gross salary of N251,200.


Contract:

JOB TASKS


Under the supervision of the Pharmacist, the Drug Dispenser will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:

Stock management in link with mobile clinics

Distribution of drugs during the mobile clinics

Reporting and attendance to different meetings

Collection, computerization and analysis of weekly drugs consumption


I. TASKS DESCRIPTION:

Stock management in link with mobile clinics

Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM officeRealize the pharmacy stock management (in/out) at the mobile clinic

Calculate daily consumption for each item in order to anticipate any shortage

Do a weekly physical inventory of mobile clinic pharmacy

Prepare weekly drugs orders to MdM central pharmacy with the assistance of the medical doctors and paramedics staffDistribution of drugs during the mobile clinics

Give the drugs according to the medical prescription.

Ask the medical doctor or the midwife to complete their prescription in case of incomplete information (dosage, duration…) Indicate the name, presentation and dosage of the drugs on the dispensing bag.

Explain to the patient how to take the treatment and make sure that the explanations have been understood Explain the potential side effects of a drug to the patient

Fill in the daily consumption form for each item

Ensure patient confidentiality is respected and treat all the patients with respect and dignity

Collection, computerization and analysis of weekly drugs consumption

Collect the daily mobile clinic consumption

Participate to the weekly computerization and analysis of the drugs consumption

Reporting and attendance to different meetings

Prepare a weekly activities report to submit to the pharmacist and team leader

Participate in a pro-active way to MdM internal meetings (medical, security…)

Participate to all the trainings organized by MDM


PROFILE REQUIRED:

Community Health Extension Worker (CHEW)

Experience in similar position for at least 2 years

Good knowledge in nutrition

Capacities in team management

Strong sense of responsibilities and organization skills

Tasks and Responsibilities


  • As the Human Resources Coordinator you are responsible for the overall human resources management of the projects in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission in the respect of MdM guidelines.

More Specifically your Responsibilites are to:
Human Resources Management:


  • Update the classification and salary grid and ensures its strict implementation on the bases

  • Develop Contract staffs templates and ensure the strict implementation at field level

Team Management:


  • Supervise the overall recruitment and training of the HR department staffs

  • Provide regular evaluation to the team under his/her responsibility.

Communication Reporting Capitalisation:


  • Liaise with International NGOs HR coordinators in-country

  • Contribute to the Nigeria Monthly Sit-Rep

  • Elaborate HR expat folder requirement, control and monitor its implementation

Skills and Experience Needed
Required Profile:


  • Diploma in Human Resources Management or similar Education

  • Experience in negotiation and relationships with authorities in a moving and difficult legal context

  • Minimum of 3 years of professional experience in Human Resources

  • Experience of 1 year minimum in a similar position with an I.NGO is required (with MDM is an asset)

SECURITY LIASON OFFICER


POSITION :

Security -Liaison Officer at base level


LINE MANAGER 

Field Coordinator


MAIN RESPONSIBILITIES


Under the supervision of Log Coordinator, the Security-Liaison Officer at base level will be responsible to develop and follow up a context analysis mechanisms, to adapt and implement a security and safety frame, to set up and maintain a network of relations with authorities, other NGOs and field-level focal points to proceed for assessment of new areas of intervention, request of access authorizations, to report and to anticipate security-related events, in accordance to national and MdM internal procedures, under a confidentiality based approach.


ACTIVITIES DESCRIPTION:

Security management

Identify a contact list (from authority, security entities, community leaders, HF staff, district office staff, local council  …etc.) that can be used in case of the team having problem in the field/check points, to ensure safe access to implement MDM medical activities.

Assess on a daily basis the security context. Global and Local.

Analyze and report the security and contextual data using MDM validated tools.

To support and monitor the implementation of the security pack in all operational bases

Validate staff movements when needed.

Ensure proper update and delivery of constant companion cards for key staffs

Conduct on-going security risk and threats assessment

monitor a mechanisms of security alerts to all key staff

Brief incoming national personnel and ensure personnel are kept up to date on changing security conditions.

Maintain and analyse an incident reporting system.

Advise on technical protection and communications matters, such as site selection and protection, as well as the functioning and good use of communications equipment

Be involved in incident response and crisis management and subsequent reviews and evaluations in collaboration with the Log Coordinator.

Brief expatriates or any new external visitor about the national context

Brief expatriates or any new external visitor about cultural and social customs

Oversee adherence to procedures and plans.

Liaison with Authorities and Humanitarian Actors

Develop, maintain and establish an effective communication and good relationship with authorities and other humanitarian actors in order to proceed for: Facilitating visits of MDM staff with authorities, and obtaining access authorization for current and potential intervention areas

Keep informed the Log Coordinator of any information concerning changes in the procedures and/or the legal context frame.

Participate to any scheduled technical and coordination meetings when needed

To be the main interlocutor with security forces and armed groups in the country

Liaise with and exchange information with other aid organisations and with the authorities.

To represent MDM values as secular, independent association whose commitment is to support sustainable improvement of health policies.

Assessment:


To develop SOP, validation procedures and briefing prior to fieldtrips to new and/or sensitive areas

Develop and update a focal points database for info collection in permanent basis.

During identification of MDM new locations of interventions, security-liaison officer should collect information about the possible places from the different networks (i.e. Authority, community leaders, MAG, other relevant actors) and gather needed information about the location safety, access, and other relevant actors on the screen.

To get verification of safe access by communication with key people (to be identified in each targeted location) before each field visit.

During fieldtrips, to coordinate the convoy, represent MDM in check points, and to introduce the objective of the assessment, importance, and methodology if needed.

Request to medical team any information/issues/concerns that might affect the team safety or MDM acceptance in the area of intervention (i.e. if they face/feel community resistance for family planning, vaccination, handling GBV case… etc.

Project implementation:


Security-liaison officer is the person in charge to answer authority non-technical questions, (example in check points)

He is in charge to introduce MDM team to people and to explain about MDM, presence, activities. etc.

Identify possible places for team hibernation in the field and advise on adaptation of security pack based on new needs and context factors.

Identify relevant actors in the area and get involved in the actors mapping, including analysis of relationships and dynamics between different actors and impact on MDM intervention.


II.  OTHERS:

Be flexible in performing his duties

Inform immediately the log coordinator in case of any security problem

Realize a weekly and monthly activities report to submit to the General coordinator

Participate in a pro-active way to MdM internal meetings (general, admin, security…)

Ensure the translation of documents when needed.

Perform other additional duties on request of the country representative and logistic coordinator


III.ESSENTIAL QUALIFICATION:

University degree or a diploma in social sciences or other related field

Very good research and analytical skills

Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports, make presentations

Full command in writing, reading and speaking of English and Hausa

Proven experience of working effectively in complex security environments

Experienced and knowledgeable in security/safety-related subjects, threat/risk assessment, strong representation and negotiating skills, security management, networking and personal and organizational security awareness

Be proactive in improving skills by keeping up to date with new / latest development in safety and security operations procedures

Job Title: Mental Health and Psychosocial Services Coordinator (M/F) 


Responsibilities


  • Under the supervision of the general coordinator, you will be responsible for coordinating the main activities in order to ensure the quality of MHPSS in the field.

  • Effectively manage daily program, including planning, implementation, monitoring, evaluating, and reporting. Conduct routine project needs assessments and program reviews to ensure successful implementation and donor compliance.

  • Manage MHPSS Dept. and subsequent team ensuring there is adequate coverage during periods of absence, training needs are met and performance evaluated.

  • Provide direct technical support and capacity building to MDM MHPSS national staff, in training development, in program implementation, and developing strategic direction of our programs in Nigeria, with support from MDM Medical advisor.

  • Develop the strategy and mechanisms to integrate a mental health and psychosocial support into MDM programs in keeping with IASC guidelines of mental health and psychosocial support in emergencies.

  • Establish systematic data collection for reports.

  • Take a lead in writing MHPSS section of all donor reports.

  • Manage the MHPSS team, including their recruitment, evaluation and training.

It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.


Violence in the northeast Nigeria has caused massive displacement and at the same time restricted movement: it has disrupted food supplies, seriously hindered access to basic services, and limited agricultural activities. In seven years of conflict, over 20,000 people have been killed in Boko Haram-related incidents. The entire population of northeast Nigeria – 24.5 million people – is indirectly affected. People affected by violence in Adamawa, Borno, and Yobe, and neighbouring Bauchi, Taraba, and Gombe states are in urgent need of protection, shelter, food, and access to health services and education. Since February 2016, as humanitarian access is increasing, extreme food insecurity and malnutrition conditions have been revealed in Borno state.


As of 3rd August, 1.82 million people are estimated to be displaced within/from of Borno state, from which 1.63 million actually stayed within the state. Most of them (more than 1.2m) are living in Maiduguri with the host community and others in formal and informal camps.


MdM is starting an emergency response to this crisis, in the Borno state and is looking for experienced human resources to join our team on the field in the coming weeks.


MENTAL HEALTH AND PSYCHOSOCIAL SERVICES COORDINATOR (M/F) NIGERIA

MAIN OBJECTIVE OF POSITION

Human Immunodeficiency Virus (HIV) and Sexual Transmitted Infections (STI)


Ensures good quality of Prevention Parent To Child Transmission (PPTCT) and Voluntary Counseling and Testing (VCT) activities for all pregnant women.

Provides counselling services following protocols.

Ensures that transmission by HIV or other STIs is avoided with the help of Post Exposure Prophylaxis (PEP) and promotes the use of condoms while trying to respect local traditions.

Sexually Gender Based Violence (SGBV)


Knows SGBV protocol and provides appropriate medical cares to victims of sexual violence, according to MSF

Identifies possible victims of SGBV and refers them to medical team for treatment as well as for psychological specific support according to protocols.

Medical Equipment Management


Ensures the correct disinfection and sterilization of material, linen and premises according to MSF protocols

Organization and Team Work


Participates in the organisation of the ward in collaboration with other midwives and the maternity ward supervisor

Works in collaboration with other wards and departments staff (OT, paediatric ward, laboratory)

Reporting


Fills in properly all the registers, partograms, patient files,

Ensures relevant transfer of information to the next duty team (especially the identification of at risk cases)

Report immediately to the technical referent any problem arising for patients in the service as well as the loss/ robbery/damage of medical equipment or medicines.

ENTRY-LEVEL ICU NURSE


MAIN RESPONSIBILITIES

Respect patient confidentiality and maintain privacy at all times

Ensure all equipment are available and in good working condition using the checklist provided in ICU

Maintain ward hygiene and patient hygiene as well

Proper admission of patient and maintain vital signs, record and call report any danger signs noted.

Provide nursing care to the patients in intensive care Unit throughout their admission in accordance with MSF standards and protocols

Adhere to work schedule as per roster and on-call requirements (flexibility!)

Treat all patients and their family members with respect


SPECIFIC RESPONSIBILITIES

Patient care

Ensure Management of ABC- airway, breathing and circulation.

Ensure safe transfer of patient from trolley or wheelchair to ICU bed.

Take handover from Anesthetist and receive instructions.

Ensure all IV, catheter and drain tubing securely attached and not kinked or pulled during transfer to ICU bed

If patient unconscious, must be lying in recovery position (on her side) until awake

Hang IV bags and urinary bags accordingly

Place monitor: (a)Oxygen via mask if required; (b) SaO2% probe on finger; (c)BP cuff on arm

Blood pressure, pulse, temperature, Sao2 and respiration to be take and recorded at 15 minute interval the first hour. If stable then take every half hour.

Check and recorded urinary output on arrival in recovery and at least hourly during recovery period note colour of urine.

Maintain all input and output chart

Ensure earlier ambulation of patient following surgery where necessary

Ensure passive and active exercise to all postoperative patient

Check wound for ooze on arrival and regularly during recovery period and document on recovery chart.

Check bleeding from —- in all obstetric cases at hourly interval for the first three hours, if stable then two hourly.

Be aware of parameters for all observations.

Proper post -operative management of patient and recovery. notify doctor of any concern including if observation are not normal

Hygiene/Safety


Collecting/disposing of material

Putting needles and sharps in safety box.

Check linen for sharps and instruments before discarding into linen containers

Ensure cleaning completed before next patient and at end of day.

Know procedure to follow if accidental blood exposure.

Provide oral toilet, bed bathing, and pressure area care, daily to the patient admitted into ICU where necessary.

Keep working area in a tidy area in tidy state.

Apply waste management protocols correctly (use bin system correct)

Training and Management


Assist with training of new staff

Participate in formation of new protocols

Attend and participates in training sessions

Attend regular ICU meetings.

Update own knowledge and identify areas requiring training.
