Name of Project: Educating Nigerian Girls in New Enterprises


BACKGROUND

The Educating Nigerian Girls in New Enterprises (ENGINE) II Programme is funded through the Girls’ Education Challenge (GEC) of the Department for International Development (DFID) and is implemented across the three Nigerian states of Kaduna, Kano, Lagos and the Federal Capital Territory. Mercy Corps leads the implementation of the programme.

ENGINE II (April 2017 to March 2020) is a sequel to ENGINE 1 (October 2013 to March 2017). The first phase of the programme was successful in reaching over 24,000 marginalised in-school girls (ISG) and out-of-school girls (OSG), of which 21,162 girls were retained for continuation into the ENGINE II programme.

The primary objective of ENGINE II is to increase the literacy and numeracy (learning outcomes) of the retained 21,162 retained girls, now aged between 18 to 23 years old. The program also seeks to facilitate girls’ “transitions” into higher academic grades and/or a range of economic opportunities (vocational training, entrepreneurship).

To sustain the programme’s impact, Mercy Corps works directly with government (State and Federal), school stakeholders and community members to transfer ownership of successful programme interventions.

ENGINE II is currently in its inception phase. Implementation of the programme is scheduled start in April 2018 upon completion of a baseline evaluation

CONSULTANT – CREATING ALTERNATIVES TO EARLY MARRIAGE FOR ADOLESCENT GIRLS – CAEMAG

ABOUT THE PROGRAM 

Mercy Corps is currently operating an adolescents’ program, investing in the Safety and Integrity of Nigerian Girls (I-SING)1. Funded by the European Union Trust Fund for Africa, I-SING addresses the unique needs of adolescent girls and boys in a humanitarian crisis.


I-SING will target a total of 12,000 adolescent girls and 5,000 adolescent boys through the Safe Space model, in which small groups of girls or boys meet weekly to build friendships and learn life-skills, including topics such as positive attitudes, self-esteem, creativity, consensus building, leadership, decision-making, goal-setting, and how to manage peer pressure. Older adolescents (aged 15 to 19), learn basic financial literacy and how to establish and operate Village Savings and Loans Associations (VSLAs)2. Following their training in financial literacy, the older adolescents will receive livelihood grants to help them establish or improve upon an existing safe income generating activity.


In partnership with the Ford Foundation, Mercy Corps will assist the same older adolescent girls selected to receive a livelihood grant with vocational training, greatly improving their likelihood of success when establishing a safe income-generating activity. Mercy Corps has already established Safe Spaces for adolescent girls in both Borno and Gombe States. The training on financial literacy and VSLAs will start in August/September 2017, making this the ideal time for the partnership with Ford Foundation to commence as well. Although the program will focus primarily on out-of-school girls, Mercy Corps will also assist in-school girls in acquiring vocational training when appropriate and on the condition that it does not affect girls’ ability to continue schooling. For example, receiving training a couple of afternoons a week will not be an issue, but a full-time apprenticeship would disrupt schooling significantly.


This program will be implemented in Biu, Hawul, and Kwaya Kusar Local Government Areas (LGAs) in Borno State and in Yalmatu Deba, Gombe, Biliri, Balanga, and Funakaye LGAs in Gombe State.


In partnership with the Ford Foundation, Mercy Corps will work toward the following goal: Adolescent girls are economically empowered and able to engage in safe livelihoods. The theory of change underlying this program is that providing select adolescent girls with access to vocational training, however informal, will help them alleviate their vulnerabilities to early marriage and unsafe income generation, while improving their personal agency. When girls have the opportunity to earn an income and gain economic status in their family, they reduce the risk of early marriage which is often used as an economic coping strategy. Targeting adolescent girls also has a cascading effect, as, given the opportunity, girls and women reinvest 90% of their income in their families.


By achieving this goal, the program will also:


Reduce the risk of early marriage and pregnancy by providing adolescent girls with the skills needed for safe work.

Improve the status and decision-making power of adolescent girls in their households as they will be recognized as economic actors and contributors to their family’s income.

Enhance livelihoods opportunities for adolescent girls by providing them with skills that allow them to join the workforce.

Mercy Corps will connect adolescent girls (aged 15 to 19) with vocational training in their local communities. All of the adolescent girls will also be taught basic financial literacy, the VSLA methodology, and receive a livelihood grant, allowing them to make the best use of the vocational training they receive.

Mercy Corps will use a phased approach, with activities starting in the three LGAs in Borno State (Biu, Hawul, and Kwaya Kusar) prior to the activities rolling out in the five LGAs in Gombe State (Yalmatu Deba, Gombe, Biliri, Balanga, and Funakaye).

This will complement the implementation of the EU-funded I-SING initiative, as it will allow the program team to iterate the approach and apply lessons-learned from one location to the other. Together with Ford Foundation, Mercy Corps will work in 27 communities and assist up to 2,800 adolescent girls.


Objectives of the Baseline Survey

To conduct market and vocational Skills’ Needs Assessment to Identify and map skilled artisans and trainers in the communities.

To identify safe vocational and livelihood opportunities for adolescent girls acceptable by parents, gatekeepers and in demand by local artisans

Identify the resources and vocational skills considered necessary for adolescent girls to engage safely in a livelihood in their local community.

To identify viable and profitable livelihood options adolescents girls can be linked to

To collect data relating to the indicators in the project log frame, that will be used to monitor the project

Program Outcome Indicators

The project aims at achieving the following three outcomes:


OC1: % of Adolescent girls (15-19) that report meaningful participation in decision making at Household level

OC2: % of adolescent girls (15-19) who report control over their cash earning

Specific Tasks to be done by the Consultant

The baseline survey will include undertaking the following key tasks:


Develop appropriate survey instruments that include questionnaires, FGD checklists, In-depth Interview questionnaires etc. Prior to survey implementation, Mercy Corps will review tools and methodologies and approve their use. These tools will be field-tested and inputs of the pre-test will be incorporated.

Train, supervise and manage data collectors.

Organize and implement the survey.

Compile and collate the data collected, both qualitative and quantitative.

Analyze the data and make a comparative analysis of the findings (status of relevant indicators)

Develop a draft survey report and submit to Mercy Corps for feedback.

Produce a final report, incorporating feedbacks from Mercy Corps.

The survey is planned to take place in January 2017. The preparation, fieldwork and report writing will take a maximum of not more than 25 days.

PROJECT SUMMARY/BACKGROUND

Mercy Corps’ through funding from the US Government (USAID) is implementing ECPN (Engaging Communities for Peace in Nigeria) program. ECPN aims to reduce violence in North Central Nigeria through strengthen the capacity of farmer and Pastoralist to resolve disputes in an inclusive and sustainable manner; leverage social and economic opportunities to build trust across lines of division; and foster engagement among farmer-pastoralist communities, local authorities and neighboring communities to prevent conflict. Mercy Corps will use two unique approaches in three target states.


Over two year Mercy Corps has worked in Nasarrawa and Benue states, using a two pronged approach, mitigation and prevention of conflict, by multiple activities which build on each other to achieve the aforementioned goals. Mercy corps conducted baseline study in 15 sites, randomly selected 10 communities as treatment sites, commenced implementation of program activities in January 2016 and has ever since been systemically carrying out peace building activities. The program conducted analysis of the conflicts and actors; trained local leaders to negotiate and mediate conflict situations to prevent escalations and reach all-inclusive, satisfactory, and sustainable agreements; facilitated joint community-led conflict prevention forums where farmer and pastoralist address root causes of conflicts by drawing up plans and executing such plans; and creating links with government, neighboring communities, and security agencies to create systems that will promptly pick up early warning signs and respond to such signs to prevent escalation.


Also leveraging on social and economic opportunities that existed but were weakened after incidents of conflict, Mercy Corps through quick impact and natural resource initiative projects focused on building trust across lines of division.


POSITION OBJECTIVE/PURPOSE

The purpose of the data collection is to provide data set for quantitative evaluation of impact levels against baseline. Baseline was collected in 15 sites in 2015. Endline data would be collected in these sites once more. And this would be used for impact evaluation purposes or as assessment of success of the program as regard achieving its objective and contributing to the broad goal. Data collection will begin in the second (2nd) week of January 2017 and last for three weeks.


SCOPE OF WORK /RESPONSIBILITIES

The field enumerators will:

Get familiar with data collection tools and study protocol

Attend study orientation and data collection training

Orient and guide the Mercy Corps project team on likely sensitivities that could affect the usage of the survey tools within the target communities

Conduct Key informant interviews (KII) with selected stakeholders in the selected communities

Work collaboratively with ECPN project and MC M&E team to ensure successful implementation of the baseline study

Review filled data collection tools to ensure completion and quality of data

Provide guidance and clarifications at data analysis stage regarding collected data as needed

Play a key role in the mobilization of community respondents for the survey.

The duration of this assignment is 16days


QUALIFICATIONS AND PERSONAL ATTRIBUTES

Qualifications in the fields of the Social Sciences, Economics, Development Studies or Statistics.

A sound track record in developing and conducting research

Proven skills in the use of mobile device for data collection

Experience in conducting quantitative and qualitative research in Northern part of Nigeria

Experience working in the selected communities and a good understanding of the local dialects is preferred.

Experience in data collection and analysis using participatory methodology.

Possess a degree of flexibility to work and availability to respond to comments and questions in a timely and appropriate manner.

Strong command of English and Hausa or Tiv or Fulbe (Fulani). Do not apply if you do not have command of any of the additional language sets.

INTERIOR DESIGNER – CONSULTANCY


JOB DESCRIPTION

Objectives:

Analyze Mercy Corps’ needs and goals.

Integrate findings with knowledge of interior design, economic trends as well as legal and regulatory requirements.

Formulate design concepts that are functional, fiscally appropriate and aesthetically pleasing.

Oversee the interior design process including project budgeting and schedules.

Prepare working drawings and specifications for interior construction, space planning, materials, finishes, furnishings, fixtures and equipment.

Collaborate with other practitioners who offer professional services in the technical areas of mechanical, electrical and structural design, while following Mercy Corps procurement policies.

Review and evaluate construction during implementation and coordinate the completion of the project with the Mercy Corps team.


Deliverables:

Meetings with key Mercy Corps Nigeria stakeholders.

Presentation of layout of new office space, mock-up of office design.

Bill of quantities for recommended office purchases (e.g., furniture, artwork) with recommended suppliers.

Project management plan for office re-design.

Completion of re-design.


Timeframe:

Mercy Corps seeks to move into the office space in early January. The recommended timeframe is:

General Position Summary

PROGRAM MANAGER –MARKETS, AGRICULTURAL LIVELIHOOD & LIVESTOCK

Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. With the insurgency spilling over from the Northeast of Nigeria and causing displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs. With funding from institutional donors, foundations and private corporations, Mercy Corps continues to provide assistance to meet the basic needs of vulnerable populations in the areas of food security, shelter, water and sanitation, protection, and livelihoods.


With the recognition of the protracted crisis in Northeast Nigeria, Mercy Corps’ strategy and expansion plans aim to address the root causes of the crisis and seek to build long term resilience of communities with integrated programs focusing on the recovery of markets and livelihoods, social cohesion and social protection, and youth empowerment with emphasis on adolescent girls and boys. With multiple funding streams from large institutional donors and foundations, Mercy Corps’ programs in Northeast Nigeria continue to scale up and serve communities by transitioning them from humanitarian aid to early recovery programs.


GENERAL POSITION SUMMARY

The Program Manager is responsible for the overall management and coordination of two programs focusing on agricultural livelihoods, livestock and markets. The Program Manager provides technical leadership, supervises program staff, and coordinates the implementation of all program activities. The Program Manager will promote a culture of constant program improvement, mentor the program team, integrate monitoring and evaluation into program activities and ensure the delivery of high-quality program that delivers impact.


The first program aims to revitalize the poultry livelihoods and markets in the context of Northeast Nigeria.


The second program aims to facilitate the recovery of agricultural livelihoods and markets in the context of Northeast Nigeria.


ESSENTIAL JOB RESPONSIBILITIES

Provide leadership and strategic vision in all aspects of the program’s development, implementation and management.

Manage the day-to-day activities of the program in Borno State.

Support evaluation assessments and analysis to identify areas for program improvement.

Technical oversight


Manage all program activities, including providing support to agricultural and livestock producer groups, developing market linkages and value chains, building capacity of local producers, and supporting micro-projects;

Provide management oversight the implementation team, including development of work plans, monitoring implementation and impact, ensuring that program deliverables are completed, supervising implementing staff, and managing the program budget;

Develop monitoring systems jointly with the M&E department and provide regular, high-quality reports on program activities, both internally for Mercy Corps as well as for donors. Demonstrate progress of activities and capture lessons learned;

In collaboration with the M&E team, ensure monitoring, evaluation and analysis are integrated into program implementation to promote adaptive management and a culture of constant program improvement.

Support the design and implementation of relevant surveys, need assessments, data and information collection for on-going monitoring and learning.

Work closely with local partners and develop strategies to promote their organizational development and capacity-building;

Organize and conduct monitoring visits to the project sites and host visitors and donors, as needed.

KNOWLEDGE AND EXPERIENCE

At least 5 years of practical field experience managing related projects.

BA/S or equivalent in a relevant field; an advanced degree is preferred.

5-7 years agriculture/livelihoods program implementation and management experience in developing countries.

Demonstrated strong theoretical and applied knowledge of livelihood and market systems programming and familiarity designing assessments.

Previous experience of working in insecure environments (ideally including experience in an emergency response).

Experience facilitating workshops and multiple stakeholder meetings.

Strong writing and report development skills.

Experience coordinating and leading international partners and stakeholders.

Experience managing national and international staff.

Must be able to work independently while being a strong team player.

Success Factors

The successful candidate should be an individual with a background in livelihoods and livestock (poultry) and market systems who is a good collaborator, facilitator and coach. This position is expected to work in partnership with other international NGOs and multiple stakeholders to produce results in a short timeframe.  This position requires patience and flexibility and a person who can motivate buy-in from experts of various fields and contexts.

PROGRAM MANAGER – NE CMS


Location Maiduguri, with frequent travel to project locations in NE Nigeria


PROGRAM / DEPARTMENT SUMMARY

The Northeast Conflict Management and Stabilization (NE CMS) Program is an expansion from a pilot phase implemented from August 2016 to March 2017. The program is implemented in a consortium with Center for Humanitarian Dialogue, Center for Civilians in Conflict and Okapi Consulting with Mercy Corps being the lead. The program will result in increased peace within and between communities, and increased confidence in government and security institutions to address the root causes of conflict and violent extremism in Borno State. The consortium will strengthen protection of civilians, support social cohesion, address the root causes of violent extremism and contribute to conflict management in Northeast Nigeria by: a) strengthening government and civil-society efforts to address key grievances; b) increasing economic and social engagement opportunities for youth; c) promoting reconciliation and transitional justice at a community level; d) supporting civilian protection and improving civil-military relations; e) laying the groundwork for successful reintegration of former members of violent groups, their victims and IDPs; and f) promoting positive alternative narratives through radio.

KNOWLEDGE AND EXPERIENCE


Master’s Degree or its equivalent in management, social sciences, international development or other relevant field.

A minimum of 8 years of progressive work experience including at least 3 years in a senior management or technical advisory role on large, peacebuilding or CVE program.

Experience managing large-scale programs required. Expertise in at least one of the following areas preferred: conflict management, peacebuilding, governance and/or economic development.

Strong understanding of UkAid compliance is preferred.

Strong management skills. Experience managing a multi-cultural team preferred.

Experience working in North East Nigeria preferred.

Strong written and oral communication skills in English required, including report development.

Ability to speak fluently in Hausa is essential while the ability to speak fluently in Kanuri is preferred.

PROJECT MANAGER, USING AIRWAVES FOR STABILITY IN THE LAKE CHAD BASIN” (UAS – LCB) PROJECT

LOCATION: 
Maiduguri


PROGRAM / DEPARTMENT SUMMARY

The “Using Airwaves for Stability in the Lake Chad Basin” (UAS – LCB) Project is aimed to support Dandal Kura Radio International (DKRI), a Kanuri-language radio station operating in the Lake Chad Basin region through studios in Maiduguri and N’Djamena (reaching audiences in North East Nigeria, Cameroon, Chad and Niger). The support would include coordination with DKRI to produce and air news, current affairs and special content programming to increase understanding of, and support for, the de-radicalization, rehabilitation and reintegration of current and former members of violent extremist groups. This project will result in reduced support for violence, greater openness to reintegrating returning ex-combatants into communities and greater community agency to drive their futures with accurate, credible information.


GENERAL POSITION SUMMARY

The UAS-LCB Project Manager is responsible for the day-to-day implementation of the project including close cooperation with the DKRI staff to ensure delivery of all project results. The Project Manager will work closely with the Director of NE Programs, Head of Office, and support staff (including finance, operations, and administration) to ensure that activities are implemented according to schedule, budget and required quality. UAS-LCB Project Manager reports directly to the Director of NE Programs.


Among other key functions of the Project Manager is to support the research on impact of radio messages, and carry out assessment and monitoring activities with a view to ensure the achievement of the  planned project impact. S/he will lead and organize a series of policy dialogues to discuss the findings of the research and develop strategic communication plans, ensure dissemination of the research findings, and mobilizing government officials for strategic communications trainings.


ESSENTIAL JOB RESPONSIBILITIES

Project Management

Oversee the full program cycle for project activities: start-up, implementation, and close-out of the project;

Develop activity workplans and manage day-to-day activity implementation;

Ensure that program implementation meets targets, and is carried out in line with best practices;

Establish strong working relationships with DKRI to jointly develop and implement strategies to achieve maximum impact of the project;

Communicate regularly with the team of researchers on the design and implementation of the radio messaging impact evaluation, provide all needed support;

Liaise with government officials to organize and facilitate policy dialogues to discuss the finding of the research and incorporating into strategic communication plans;

Mobilize government officials for strategic communication workshops, identify consultants to deliver the trainings, and work with them to ensure that the curriculum is in line with the project and  participants’ needs;

Set up and maintain effective program reporting, and monitoring and evaluation systems (to track, analyze and report on results) for both internal and external use;

Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate;

Ensure program filing system is in place, adheres to internal and donor regulation and filing is regularly maintained;

Adhere to all MC policies related to security, operations and transport/ logistics information related to programming.

Ensure compliance with all donor and Mercy Corps regulations;

Proactive follow-up on reconciliation of project performance data from DKRI;

Oversee the budget spending and project monthly cash flow.

Creating Alternatives to Early Marriage for Adolescent Girls (CAEMAG) is a 1 year funded project funded by Ford Foundation. The position will be based in Gombe with travel to Biu on a regular basis.

The main office that houses majority of the staff is based in Biu thus the need to travel.

The project’s focus is to provide primarily out-of-school adolescent girls with the necessary vocational skills to start safe and economically viable income-generating activities.

The project works with IDPs, returnees and the host community. This program will leverage on the current I-SING program implemented in Borno and Gombe States.


GENERAL POSITION SUMMARY

The Livelihoods Program officer, will be responsible for supporting activities in the intervention communities of the CAEMAG program.

S/He will be responsible for supporting the implementation of strategic, impactful, and high-quality programming. The project officer will report to the Program Manager and work collaboratively with fellow program staff.

I-SING project is a 2 year funded project by the EU- Trust fund. The position is based in Biu with travel to Gombe and Maiduguri on a regular basis.

The project’s focus is on adolescent girls and boys using the safe spaces model. The project works with IDPs, returnees and the host community. The overall objective of the program is to improve the safety, livelihoods and personal agency of adolescent girls in North East Nigeria.


GENERAL POSITION SUMMARY

The project officer will be responsible for supporting activities in the intervention communities of ISING program. S/He will be responsible for supporting the implementation of strategic, impactful, and high-quality programming.

The project officer will report to the Deputy Programme Manager and work collaboratively with the Program Manager as well as fellow program staff.

KNOWLEDGE AND EXPERIENCE

Undergraduate Degree in any Social Sciences, Education etc is preferred

Previous working experience with women and girls is required

Negotiation skills, especially while working with communities

Ability to organize and prioritize work, as well as meeting strict timelines

Experience in report writing is essential

PROGRAM/ DEPARTMENT SUMMARY

Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria. With funding from humanitarian donors including OFDA, FFP, EU tryst Fund and ECHO, the humanitarian programs engage in several interventions including but not limited to food assistance, logistics and relief commodities, protection, livelihoods, WASH and capacity building of humanitarian response actors.

Mercy Corps plans to scale up and expand its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional and varied assistance in a wider geographic area.

Mercy Corps plans to implement a program in 3 states “ISING” or Investing in the safety and integrity of Nigerian girls targeting adolescent girls and boys affected by the conflict in the Northeast.


Learning Objectives

This position will offer the intern an opportunity to understand what Mercy Corps stands for as well as understand the Humanitarian program in Borno State. Working in the I-SING department the Intern will be able to learn how to plan and prioritize work schedule in a fast demanding work environment, in addition to working with adolescents and the community in general.

The Intern will work with other team members in I-SING as well as other programs and should be able to develop good working relationship with the rest of the team.

Major part of the job responsibility will be to support in the monitoring of safe spaces and support with the logistical arrangements of moving to the field and participating in community sensitization.


RESPONSIBILITIES

Under the direction of the Program Manager, the Intern will be responsible for the day to day support to the department specifically:

Work with the program assistant’s in collecting and compiling all the I-SING documents such as safe spaces data, beneficiary lists ensuring they are filed both ins hard and soft copy.

Under supervision raise PR’s for hotel bookings for any trainings and workshops

Track all the items that shall be purchased for the use of safe spaces such as training material, and refreshments

Support in conducting spot checks for mentors and coordinators, whilst collecting data on attendance

Support the protection officer in conducting community sensitization in identified communities

With the support of the assistant’s, track I-SING costs and take the department’s inventory and make request in time to ensure there is no stock out for the safe spaces

Support the M&E officer in data cleaning as requested


Deliverables

With the support of program officers, contribute to all fieldwork, including identifying beneficiaries, participating in distributions, monitoring and supporting beneficiaries during spot checks coordinating with community leaders and other stakeholders and other field-based tasks as assigned.

Support in conducting monitoring and data collection as directed by the Deputy Program Manager assisting with specific surveys or assessments as needed

Support the program assistants in tracking costs as well documentation and filing of all program related files

Work together with the team to develop movement plans, raise PR’s for materials and hall hire


QUALIFICATIONS

BA/S in relevant field preferred

Good organization skills.

Ability to work under pressure

Good oral and written skills and computer skills

Strong computer skills on MS office programs

Fluency in English; fluency in Hausa and Kanuri is required


WORKING CONDITIONS

The program has lots of activities to be implemented that need to be completed within strict timelines. The intern will be expected to work beyond the normal working hours some days and should be able to cope with pressure of doing every task fast, effectively and efficiently.

Office space as well as working equipment is limited and Intern will have to cope with sharing space as well as equipment with the other team members.

PROJECT DESCRIPTION


The STRESS Assessment Intern will be based in Maiduguri and will work under the direct supervision of the STRESS Manager to support the strategic resilience assessment within MC Nigeria.

The successful candidate will support STRESS administration and research duties working in close collaborations with other team members


INTERN’S RESPONSIBILITIES

The intern is responsible for helping coordinate communication and logistics with Mercy Corps team members, as well as contributing to the discussion and review of assessment approaches to ensure that it remains as relevant as possible to realities of the wider Borno.

Description


  • Mercy Corps is looking for a strong deputy team leader to provide technical oversight and lead guidance to the implementation of Mercy Corps program in Borno state.

Responsibilities


  • Provide technical supervision , guidance and development of policy and good practice of  Mercy Corps to the team

  • Deputize for the Team leader and is ready to take on delegated responsibilities for overall management of the team upon request.

  • Supervise the implementation of food security and livelihood activities, and formulate strategies and recommendations for response.

  • Ensure that key learnings are extracted from program implementation, and incorporate them into ongoing program and staff development processes

  • Work closely with Mercy Corps program teams to implement interventions of the program according to the approved work plan and budgets, project document and implementation strategies, providing a coordination role within the team

  • Lead field reporting activities and prepare work plans, and monthly, quarterly and end of program reports in liaison with the Team Leader.

  • Identify the capacity gaps among teams on the program and propose most feasible capacity building activities based on identified gaps.

  • Provide technical input on all Mercy Corps programs and activities and ensures synergy to maximize program impact.

  • Work closely with Monitoring and Evaluation team in setting baseline indexes of targeted areas and track progress against set capacity performance parameters.

  • An up-to-date understanding of multi-sector humanitarian programming, including food security, risk reduction, sustainable development and livelihoods concepts.

  • Familiarity with the program compliance requirements and processes of different donors   is critical. Experience of working on USAID programs an advantage.

  • Skills in technical proposal writing, designing and implementing food security and livelihood programs

  • Excellent experience in conducting multi-sector needs assessments.

  • Strong analytical skills.

  • Experience working in an insecure environment.

  • Ability to work well under pressure.

Mercy Corps works in fragile and conflict-affected environments to build secure, productive, and just communities. Job Title: Senior Project Officer – TARE


Description


  • Within the Conflict Management Programs portfolio Mercy Corps implemented a UKAID-funded program called Conciliation in Nigeria through Community-Based Conflict Management and Cooperative Use of Resources (CONCUR), the Ford Foundation-funded Future of Youth in Norther Nigeria project, and is currently implementing the GHR Foundation-funded Inter-Religious Peacebuilding in Northern Nigerian (IPNN) project, the USAID-funded Engaging Communities for Peace in Nigeria (ECPN) project, and the UKAID-funded Youth Stabilization Initiative for Borno (YOU-SB) project.

  • Supporting Harmonious Association, Religious Participation and Engagement for Northern Nigeria (TARE, which stands for “together” in Hausa), will be implemented in three Northern Nigerian states: Borno, Kaduna and Plateau. TARE will strategically build on the past four years of the IPNN Program to: Enhance the capacity of faith-based organizations and institutions to engage communities of different faiths in peacebuilding efforts.

  • Strengthen the capacity of religious leaders and create a platform for inter-faith negotiations across Christian, Sunni and Shia communities in Kaduna

  • Complement PVE programing in Borno through supporting religious leaders to prevent youth participation in extremist activities through community-level and formal governance activities.

  • Compare and disseminate analysis on the integration of religious leaders and faith-based organizations in peacebuilding.

  • TARE is designed for comparative analysis of three approaches to peacebuilding and will partner with religious leaders and faith-based organizations in three distinct ways to assess the:

  • Role of faith-based organizations and institutions in peacebuilding.

  • Role of religious leaders in countering violent extremism.

  • Role of religious leaders in peacebuilding.

General Position Summary


  • The Senior Project Officer will support the implementation of activities related to capacity building for religious leaders and religious institutions, facilitation and implementation of joint PVE plans, and the facilitation of events related to advocacy initiatives.

  • The Senior Project Officer will also provide support to all other activities related to the GHR-funded TARE program, and will ensure smooth, timely, and compliant implementation.

  • The Senior Project Officer will liaise frequently with implementing partners, community members, religious leaders, and represent Mercy Corps at relevant meetings.

Responsibilities
Program Support:


  • Support technical aspects of inter-religious peacebuilding and conflict management program by assisting with the development of activities/agendas/curricula related to peacebuilding.

  • Facilitate and co-facilitate community meetings, events, and trainings as required.

  • Ensure implementation of activities is on time, target and budget.

  • Liaise with TARE partner organizations and potential resource persons as needed.

  • Support the Project Manager in overseeing the performance of project implementation by partners, and conduct frequent field visits to project sites.

Representation:


  • Represent Mercy Corps at government, donor, NGO, community meetings in close coordination with the Project Manager.

  • Coordinate activities with implementing partners, local government representatives, religious leaders, other international and local organizations operating in the same geographic area, as well as with other Mercy Corps programs in Nigeria.

Knowledge and Experience


  • Fluency in Hausa and English.

  • BA/S or equivalent in conflict management, social sciences, international development or other relevant field.

  • A minimum of 5 years of experience working in the non-profit sector preferably on conflict management/peacebuilding and community development.

  • Experience working in rural areas in Nigeria, particularly in target states of TARE.

  • Experience working in a multi-organizational team (international and national partners) is a plus.

  • Strong written and oral communication skills in English required, including report development, writing and editing. Knowledge of Hausa is strongly preferred.

  • Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members.

  • Experience engaging with State and Local Government authorities, religious leaders and local partners.

  • Experience managing community-based inter-religious peacebuilding and conflict management interventions.

  • Strong training and capacity building experience.

  • Deep understanding of the conflict dynamics in Northern Nigeria.
