DESCRIPTION

The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner.

The SIDHAS project is funded by the United States Agency for International Development (USAID).


JOB SUMMARY / RESPONSIBILITIES

Liaise with the State Technical Officer to provide technical support and implement high quality laboratory services for FHI Nigeria programs.

Assist in providing technical assistance in capacity building for laboratory services to FHI360 and facility staff.

Assist in providing technical support on laboratory quality assurance issues at the state office level.

Give support in coordinating the inventory management along with AXIOS to ensure adequate stock and quality data capture in the DHIS.

Contribute to development of lessons learned from programs and projects related to laboratory management of HIV/AIDS and liaise with STO to apply these lessons and modify existing program.

QUALIFICATIONS

B.Sc in Laboratory Sciences or related field with 1-3years post national youth service experience in provision of laboratory support for HIV/AIDS.

Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development area preferred.

Certification of license to practice as a medical laboratory scientist is required.

Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.


KNOWLEDGE, SKILLS & ATTRIBUTES

Knowledge of Quality Assurance and Quality Control.

Knowledge of Laboratory Equipment and techniques for the following categories of assays: HIV rapid and confirmatory testing, hematology, biochemistry, CD4/CD8, HIV viral load, HIV DNA qualitative test, HIV viral resistance (genotype and phenotype) and management issues related to the clinical management of HIV/AIDS, including ART.

Northeast Nigeria is currently facing a growing humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance. These IDPs are living among host communities, lacking access to livelihoods and resources, ultimately leading to unprecedented levels of malnutrition and food insecurity. FHI 360 has been working in Nigeria for over 30 years and is now expanding activities in Borno state to respond to the IDP crisis.


FHI 360 is expanding its expertise by responding to this humanitarian crisis through integrated WASH, Health and Protection interventions


BASIC FUNCTION

The ATO – Pharmacy will prepare medications by reviewing and interpreting physician orders, and dispensing medications by compounding, packaging and labeling pharmaceuticals.


DUTIES AND RESPONSIBILITIES

Works as part of a multidisciplinary team of international and national staff to provide high quality patient care to an extremely vulnerable population.

Carrying out inspection duties as provided for under the Poisons and Pharmacist’s Act, the Dangerous Drug Act and the Food and Drug Decree and other operational legislations

Dispensing prescribed medications to in-and-outpatients whilst providing accurate medication advice.

Maintaining stores and keeping relevant store records.

Preparing extemporaneous medicaments such as mixtures, lotions, ointments, syrups, etc.

Provides technical information and advice to other health professionals.

Ensuring proper storage and issuance of all drugs over the duration of the project.

Participating in routine quality control audits of all drugs in stock.

Must have a practicing license Experience working with a humanitarian organization Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

JOB TASKS


Under the supervision of the Pharmacist, the Drug Dispenser will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:

Stock management in link with mobile clinics

Distribution of drugs during the mobile clinics

Reporting and attendance to different meetings

Collection, computerization and analysis of weekly drugs consumption


I. TASKS DESCRIPTION:

Stock management in link with mobile clinics

Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM officeRealize the pharmacy stock management (in/out) at the mobile clinic

Calculate daily consumption for each item in order to anticipate any shortage

Do a weekly physical inventory of mobile clinic pharmacy

Prepare weekly drugs orders to MdM central pharmacy with the assistance of the medical doctors and paramedics staffDistribution of drugs during the mobile clinics

Give the drugs according to the medical prescription.

Ask the medical doctor or the midwife to complete their prescription in case of incomplete information (dosage, duration…) Indicate the name, presentation and dosage of the drugs on the dispensing bag.

Explain to the patient how to take the treatment and make sure that the explanations have been understood Explain the potential side effects of a drug to the patient

Fill in the daily consumption form for each item

Ensure patient confidentiality is respected and treat all the patients with respect and dignity

Collection, computerization and analysis of weekly drugs consumption

Collect the daily mobile clinic consumption

Participate to the weekly computerization and analysis of the drugs consumption

Reporting and attendance to different meetings

Prepare a weekly activities report to submit to the pharmacist and team leader

WASH DEPUTY PROJECT MANAGER

JOB SUMMARY

The Water, Sanitation and Hygiene (WASH) Deputy Project Manager will be based in Damasak, Borno State and work under the direct supervision of the WASH Project Manager.

The WASH Deputy Project Manager will work closely with the WASH Project Manager in implementing integrated Action Against Hunger WASH project activities in compliance with donor regulations.

The responsibilities include but are not limited to; Identification & formulation of WASH projects and Action Against Hunger Nigeria mission strategy.

Developing proper monitoring, evaluation and reporting of projects including staffs management and capacity building.

Establishing appropriate checks and quality control of WASH construction works.

Participate in WASH coordination meeting held at local government and state levels.


REQUIREMENTS

The Successful Candidate Will:

Have a bachelor’s degree in Engineering or Public Health/ in a field related to Water, Sanitation and Hygiene. Additional training courses specific to WASH in development contexts (such as Bioforce Institute graduates), and/or Project Management professional certifications strongly preferred.

Have minimum of 2 years relevant working experience, in a WASH management/supervisory capacity.

NUTRITION DEPUTY PROJECT MANAGER

JOB SUMMARY

The Nutrition Deputy Project Manager will be based in Damasak, Borno State and report to the Nutrition Project Manager.

The Nutrition Deputy Project Manager will be responsible for leading and supervising nutrition and health activities at all stages of the project management cycle.

He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints in coordination and synergy with other Deputy Project Managers.

He/she will ensure the completion of all defined activities by the Nutrition and Health team while adhering to internal standards and contractual obligations.


RESPONSIBILITIES

NUTRITION OFFICER – 2 POSITIONS

LOCATION: 
Maiduguri, Borno


JOB SUMMARY

The Nutrition officer will be based in Maiduguri, Borno State and will work under the direct supervision of the Nutrition Deputy Project Manager.

He/she will play a key role in the implementation of community health groups (CHGs) within the community for each health facility targeted by the CMAM component.

He/she will conduct health capacity assessments and also ensure the functionality and linkage between community nutritional screening and health facilities.

The Nutrition Officer is also required to represent Action Against Hunger program within the communities.


REQUIREMENTS

The successful candidate will;

Have a minimum of Bachelor’s Degree in Health, Nutrition, Nursing or related field. Higher level Degree preferred.

Have a minimum of 2 years working experience within humanitarian contexts, with at least 1 year in conflict/insecure contexts including community mobilization.

Be able and willing to frequently travel to villages and stay at the field.

Have the capacity to supervise and coach health workers.

Be professional, motivated, flexible and culturally sensitive.

Possess excellent team, budget, project management and representation competencies.

Be proficient in statistical softwares (Microsoft Office package, SPSS, SPHINX, STATA, EPI Info, ENA for SMART, GIS, etc.)

The Infant and Young Child Feeding (IYCF) Officer will be based in Damasak, Borno state and work under the supervision of the Nutrition Deputy Project Manager.


SPECIFIC OBJECTIVES

The specific objectives to be achieved includes but are not limited to:

Conduct rapid/detailed assessment of Infant and Young Child feeding practices in mothers/care givers at mobile clinics.

Provide personalized IYCF counselling sessions to pregnant women for the preparation of —feeding and colostrum feeding and all mothers with children under 24 months.

Ensure proper maintenance of IYCF integration with all CMAM components.

Conduct Simple Rapid Assessment (SRA) of all mothers with children under 24 months that attend the OTP/SFP programme through the local Mobile clinics.

Conduct detailed assessment of child feeding practices in women that require additional support or reveal difficulties.

Maintain clear communication with all other CMAM programme staff regarding the status of beneficiaries.

Educating mothers on the quality, quantity and frequency of complementary feeds to promote adequate weight gain.

Utilize the provided education material on —feeding and complementary feeding practices, provide practical and specific advice for the mother’s needs.

Ensure a comfortable, calm environment for counselling sessions and maintain good relationships with the beneficiaries.

Conduct education sessions within the surrounding community on the importance of IYCF practices in conjunction with community mobilisers.

Aid in establishing mother to mother support groups (Community Health Groups – CHGs) within the community to provide additional support for mothers and extend knowledge of good IYCF practices.

Play an active role on advocacy to promote proper IYCF Practices, antenatal and post-natal checkups, importance of institutional deliveries, vaccination and growth monitoring.


REQUIREMENTS

The successful candidate will:

Have bachelor’s degree in Health, Nutrition, Nursing or related field. Higher level degree preferred

Have a minimum of 2 years working experience in humanitarian contexts, with at least 1 year in conflict/insecure contexts including CMAM, IYCF and community mobilization.

Have the ability and willingness to frequently travel to villages and stay at the field

Have the willingness and capacity to be flexible and accommodating when faced with difficult working conditions.

Have the capacity to supervise and coach health workers.

Be professional, motivated, open, creative, mature, responsible, flexible and culturally sensitive.

Have excellent team, budget and project management and representation competencies.

Be proficient in statistics and other softwares (Microsoft Office package, SPSS, SPHINX, STATA, EPI Info, ENA for SMART, GIS, etc.)

Be proficient with local languages (Kanuri, Fulani, Hausa).

OVERVIEW

The Senior Manager, Monitoring & Evaluation (M&E) leads and coordinates monitoring and evaluation and systems development and related activities.

The Senior Manager, M&E ensures the smooth operation and quality performance of technical efforts and field activities by coordinating programmatic reporting, quality of data management and information.

S/he is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the project’s activities.

SPECIFIC RESPONSIBILITIES

Design and implement the project’s Monitoring & Evaluation (M&E) system to generate timely and accurate information for project counterparts at all levels, and for the GlobalFund.

Submit project reports to Global Fund every three months for the first year and every six months in subsequent years, in coordination with the Project Director and other Senior Technical and project staffs.

Develop and implement effective monitoring tools and approaches to demonstrate the effectiveness of project interventions. Make these available to managers at all levels of the health system to gather, analyze, report and solve problems related to human resources.

Contribute substantively to the project’s Knowledge Management system for identifying, disseminating and applying/validating promising project practices and oversee staff in this area.

Develop and implement a strategy for participating in working groups, meetings, and other fora on M&E for system strengthening to be articulated and implemented.

The Senior Technical Manager for Supply Chain Management (STM-SCM) is the lead technical manager responsible for the planning, implementation and evaluation of all project supply chain activities.

S/he works closely with the Chief of Party, Deputy Chief of Party, other project staff, international partners, local partners, and stakeholders for the development and implementation of supply chain policies and procedures in support of medicine quantification, procurement, warehousing, inventory management, ordering/issuing and distribution.

The STM-SCM provides technical leadership and direction for the development and implementation of innovative strategies and activities to support the strengthening of supply management systems in Nigeria.

The STM-SCM works with other project staff on the development and deployment of appropriate logistic management information systems that support the planning and monitoring of supply chain operations.

S/he supports supply chain capacity building efforts and ensures that systems and processes are in place to assure the continuous availability of key program commodities.


SPECIFIC RESPONSIBILITIES

Lead the development of PROJECT work plans and budgets as they relate to supply chain activities in collaboration with other PROJECT staff, partners, and stakeholders. Provide input into updating and implementing the annual work plan and budget, as necessary.

Provide technical assistance to the MOH, NMEP and local partners for the quantification of key commodities including the establishment of appropriate forecasting and supply planning mechanism and information systems to assure availability of data necessary for adequate quantification.

Provide TA to develop standard operating procedures (SOPs) for inventory management and other aspects of supply chain management that will assure the availability and quality of medicines and other commodities.

Along with country partners and other PROJECT staff, develop and implement a comprehensive approach for ensuring the quality of the commodities procured and used.

Monitor and document progress of activities toward achieving results of supply chain activities of the approved PROJECT work plan, by taking baseline and periodic measurements of indicators.

A Master’s Degree or higher in Public Health, Logistics Management, Pharmacy, or related field.

A minimum of 10 years of experience implementing supply chain system improvement programs of large projects in developing countries.

The Senior Technical Manager, Malaria position is designed to provide technical assistance, specifically to the NMEP and State-levels MEPs, in meeting the technical demands of the Global Fund malaria grant.

The Senior Technical Manager, Malaria is expected to support the NMEP to ensure quality malaria case management delivery in public and private facilities and to assist in the monitoring of activities as they relate to the M&E plan.

Also, the incumbent will plan and coordinate with other Global Fund Malaria Grant partners assisting the NMEP to improve quality of malaria case management in other States and among different technical support areas such as Supply Chain, Supervision (OTSS) and M&E.

The work involves complex and interrelated processes. The political environment requires a high degree of sensitivity and diplomacy in supporting the NMEP, State MEPs and LGAs, establishing dialogue, and developing activities to support improved quality of malaria case management practices in public and private facilities.

The incumbent will require a depth of expertise that will allow her/him to provide leadership and management in malaria-related issues and programs, including the capability to identify and systematize otherwise diffuse issues.

The Senior Technical Manager, Malaria provides professional leadership support to the NMEP, State MEPs and LGAs for the achievement of objectives set forth in the Global Fund Malaria Grant, which support the National Malaria Control Strategy.

The principal task of the incumbent is to provide overall management, technical guidance and leadership to the NMEP and State MEPs around implementation of the Global Fund Malaria Grant.


SPECIFIC RESPONSIBILITIES

Assist the NMEP and State MEPs to ensure quality malaria case management practices by leading support for training of health staffs in public and private facilities.

Assist the NMEP and State MEPs in roll out of OTSS in support of supervision and improving quality of malaria case management.

Work with States and LGAs in planning and coordinating training and OTSS activities.

Work with other grant partners in coordinating training, OTSS, and M&E oversight in all 13 target States.

Work closely with Grant Supply Chain Managers and State-level units responsible for malaria commodity distribution, to ensure that supply chain issues are addressed in the context of improving malaria case management.

Work with Grant implementation leadership to ensure proper coordination among States, LGAs and Grant implementation partners.

Work in collaboration with the NMEP and Implementing Partners to support a malaria routine data system as part of the Health Management Information System (HMIS).

Other activities related to technical input and oversight of the Global Fund Malaria Grant as identified in collaboration and coordination with the NMEP, Grant Implementation Partners, States and LGAs.


QUALIFICATIONS AND EXPERIENCE

Advanced degree (Masters, PhD, or MD) in a Health-related field or Management field required. Specialized experience in malaria is highly preferred.

At least 10 years of experience in progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries.

Demonstrated experience managing successful teams comprised of experienced professionals.

Demonstrated technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are required.

Previous experience with or good knowledge of Global Fund operating procedures (proposal development and submission, monitoring and evaluation and reporting).

Ability to work effectively in a team environment and communicate information to both health and non-health audiences, and achieve consensus on policy, project, research, and administrative matters.

Excellent verbal communication skills, tact and diplomacy are required to establish and develop sustainable working relationships at the highest level and a high level of trust with public/private organizations.

Verbal communication skills are also used to negotiate activity plans and resolve activity implementation issues with counterparts, partners and team members.

Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation and briefing papers.

Excellent computer skills (MS Word, Excel, Power Point, and Outlook, Access, SPSS and other statistical and other relevant software) are required for effectively operating in this position.

Good computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements.

Willingness and ability to travel within Nigeria as needed.

Association for Reproductive and Family Health (ARFH) in collaboration with The National Tuberculosis and Leprosy and Buruli Ulcer Control Programme (NTBLCP) under the auspices of the Federal Ministry of Health (FMOH) With funding support from the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria (GFATM) is seeking for eligible candidates to fill the position for Consultants for training on Procurement and Supply Chain Management Monitoring and Evaluation.

The organization is embarking on a capacity building of the PR &NTBLCP TB Core PSM staff during the NFM TB commodity management in Nigeria.


The Objectives of the Training are:

Prepare plans and develop 12 core indicators for monitoring and evaluating PSM at national, zonal, state and Health Facilities level.

Prepare six of the 12 indicators as early-warning indicators of stock-outs and overstocking of medicines to treat tuberculosis and malaria.

Construct comprehensive evaluation criteria for use in tracking the performance of national PSM systems and for preventing frequent stock-outs and overstocking, for regular use and interpretation of early-warning indicators in PSM.

How these indicators will also alert managers to areas in which technical support is required to strengthen the national PSM system.

To ensure Monitoring and evaluation are used to assess a system’s strengths and weaknesses of PSM Activities

To ensure Monitoring cover all components of a PSM system, and monitoring and evaluation should trigger correction of all aspects that do not reach the target.

Monitoring can therefore ensure continuous quality assurance of a national PSM system.

Implementation of an effective monitoring and evaluation programme requires trained personnel and financial and other resources, which should be well planned.

How to develop Monitoring and evaluation tools and application at health facilities to track PSM activities of Tuberculosis commodities management and treatment in public and private facilities in Nigeria.

The consultant will be expected to provide the support for this Training Desk Review through document development, training of 24 PSM participants and support. The outputs will include:

Adapt the training content/ Modules to suit Nigeria and international PSM best practice

Development of the customized training curriculum (including training agenda, training plan, Participants guides) in line with the outcome of the training content/ Modules

Train the 24 PSM participants using a range of options including lectures, case studies, demonstrations, and exercises which will provide participants with the opportunity to increase and apply their knowledge and skills.

Develop a detailed training sessions outlining topics covered including results of pre- and post-test evaluation and other observations/recommendations/follow up actions / improvement plans for tracking implementation

The assignment will be carried out in Nigeria. The training report shall be delivered within 10 days face-to-face training

She/he will ensure timely preparation and submission of the training report on PSM M&E to the PSM Spe…t of ARFH within 7 working days


QUALIFICATION REQUIRED

The Consultants Training on PSM M&E must have the following skills and qualifications:


Advance Degree in Pharmacy (Master’s/Ph.D) or related Logistics, Procurement and Supply Chain Management field in addition to basic graduate Degrees of relevance to Public Health.

Previous experience in the successful conduct of Training on Procurement and Supply Chain Management Monitoring and Evaluation in health in Nigeria and/or elsewhere in the developing countries.

Possess strong analytical skill and ability to use relevant software for logistics, procurement and supply chain management analysis such as QuanTB, PICKnPACK Tool etc.

Evidence of technical capacity building on Logistics, Procurement and Supply chain management team

Good knowledge and experience of the Nigerian health system and Tuberculosis control programme.

Must possess good leadership, communication and interpersonal relations and team spirit.

Must be fluent in English language and communicate effectively will be an advantage.


Other Requirements:

All candidates must have good understanding of the country context and demonstrate familiarity with the Global Fund supported Tuberculosis grant in Nigeria.

Candidates must demonstrate competency in supporting country’s capacity building on PSM M&E.
