Job Title:  Protection Of Civilian Population (PCP) Field Officer
Location: Abuja
Main Responsibilities:


  • Responsible for the centralization, processing and analysis of protection data. Oversees the proper entry and quality of information in the protection database and proactively analyses the information. Supports field staff on substantial issues regarding information entry and works closely with the Protection Data tea.

  • Carries out training of new recruits and briefing of other ICRC staff on specific handling procedures applicable to Protection activities.

  • Ensures efficient information flow and communication within the department and with the other departments

  • Contributes to department reports and statistics.

  • Identifies protection problems through various sources and contributes to the implementation of the Protection of Civilian Population strategy.

  • Acts as the focal point for activities implementing a Community Based Protection methodology and assists field teams with project conceptualization, training on the methodology and guidance through the implementation steps.

  • Participates in networking and dialogue with relevant interlocutors, ensures interaction with other departments (Assistance, Prevention and Cooperation), Sub-delegations and offices, the NRCS and external contacts.

  • Takes minute of meetings, controls the interlocutors’ list and, where needed, drafts external correspondence according to institutional guidelines, under the supervision of the Deputy Protection Coordinator for PCP.

  • Complete tasks such as research, drafting of protection notes as requested by the Deputy Protection Coordinator for PCP.

  • Plan and carry out internal protection coaching activities for all other departments.

  • Support Field protection teams in their activities with visits wherever needed

Required Qualifications:


  • University degree in a relevant field, preferably in the field of law

  • 4 years experience in the Protection/Tracing with very good command of the Prot6 software

  • Excellent written and spoken English. Hausa and French an asset.

  • Good computer skills: knowledge in Excel, Word and PowerPoint.

  • Represents the organization properly with different level of interlocutors.

  • Sound analytical skills, good knowledge of the contexts of armed conflict and other situations of violence in Nigeria

Job Title: Accountant
Location: Maiduguri
Main Responsibilities:


  • Checks accounting documents are complete in compliance with ICRC’s financial rules

  • Processes data record in the accounting software according to ICRC chart of accounts and procedures

  • Makes sure on daily basis that no book has any pending balance

  • Prepares accounting vouchers with respective supporting documents and to present them for validation to Finance & Administration Manager

  • Produces accounting statistics on regular basis or when requested to do so

  • Ensures respect of financial procedures and guidelines

  • Performs other Finance task as may be assigned by his Manager

Required Qualifications:


  • University degree in accounting or any relevant field

  • 3 years work experience in a similar field

  • Good command of spoken and written English

  • Very good computer literacy, especially Excel

Job Title: Administrative Assisstant
Location: Damaturu
Main Responsibilities:


  • Ensures that financial supporting documents are produced and acceptable according to ICRC financial rules (translation, supplier information and stamp, logistic support documents, approvals etc.)

  • Monitors regularity of payments and to reports discrepancies

  • Takes charge of daily management of the Office bank account under supervision of the Head of Office

  • Monitors premises lease agreements: drafts new contracts, follow-up expiring lease agreement, processes renewal

  • Sets up HR files of newly recruited staff and requests all compulsory personal documents

  • Ensures each event in the professional life of each resident staff is documented in his/her HR file (confirmation letter, training certificates, upgrade, change of position, disciplinary measures etc)

  • Provides staffs with advices and/or assistance pertaining to HR matters

  • Arranges hotel/guestroom accommodation for visitors and processes administrative follow up of welcome expenses (invoices and all required attachments according to procedure) and to ensure their payments

  • Performs other duties as requested by the Head of Office

Required Qualifications:


  • University education in business administration or secretariat

  • 4 years’ professional experience in a similar field

Job Title: Prison System Officer
Location: Abuja
Main Responsibilities:


  • Support the Prison System Advisor (PSA) and detention teams in enhancing systemic support to the national prison authorities

  • Participates in identifying and formulating solutions to humanitarian problems that are rooted in the prison system.

  • Supports the planning, implementation and evaluation of projects ran by the joint technical working groups.

  • Contributes to confidence building efforts with the authorities of places of detention and maintenance of constructive dialogue on protection issues

  • Contribute to the assessment and analysis of conditions of detention and, under the guidance of the PSA, relevant detention system elements (especially overcrowding, nutrition, the Administration of Criminal Justice Act (ACJA) and other criminal justice laws and policies, judicial guarantees, access to justice, etc.)

  • Participate in implementation, monitoring and evaluation of activities and projects under the technical working groups, including the pilot trainings, Case Management System and access to justice, dynamic security and prison management etc

  • Contribute to organising seminars or thematic workshops on relevant issues, with prison management and other authorities as well as with NGOs and other stakeholders.

  • Prepare Events requests, Request Orders, Field trip requests, Air travel requests, work advances for activities relating to systemic support.

Required Qualifications:


  • University degree in Laws, Criminology, psychology, criminal justice administration or related filed. Master’s degree in relevant field is an added advantage.

  • Experience of at least 5 years with a Government Criminal Justice Agency or legal or human rights based Organisation.

  • Experience of work in a Prison Service at middle or senior management level with a retirement/ discharge certificate.

  • Experience working in, or visiting places of detention

  • Proven project planning and management experience

  • Computer literate and efficient in internet use

Job Title: Water And Habitat Purchaser
Location: Maiduguri
Main Responsibilities:


  • Responsible for the procurement of all requested Water & Habitat (WatHab) goods and Services for the ICRC Sub Delegation in Maiduguri as well as for the ICRC Office in Damaturu securing the best correlation of quality, price and delivery time

  • Undertakes any needed regularisation/correction in Procurement files. Must ensure that the Request for Quotation (RFQ) and Request for Tender (RFT) contain all relevant information to enable transparent selection of the best price, terms and conditions.

  • Receives WatHab RFT, ST, PO/contracts from the field and verifies/screen them thoroughly before submitting to the Logistics Delegate for further treatment

  • Updates and maintains knowledge about main suppliers; checks the market for potential new suppliers together with WatHab

  • Liaises with Dispatch and Transport to decide on transport mode and prioritize dispatch of cargo as well as with WatHab

  • Liaises with WatHab for the purchasing forecast

Required Qualifications:


  • Bachelor Degree, Associate Degree or equivalent higher education degree in administration, logistics, purchasing or similar field.

  • Additional vocational training in administration, logistics or purchasing.

  • Minimum 2 years of experience in logistics, purchasing, administration or similar position in Engineering or humanitarian sector.

  • Advanced conversational and written English and Hausa.

  • PC literate: Microsoft office.

  • Understand well the work and needs of the WatHab department

CHIEF OF PARTY


JOB SUMMARY

The Chief of Party (COP) will be responsible for the overall management, operations and coordination of all project activities, staff, consortium members and partners.

S/he will provide strategic, technical and programmatic leadership, management and administration, as well as representation of the project to USAID, the Government of Nigeria, and other key stakeholders.

The COP will ensure adherence to technical and programmatic quality, compliance with USAID rules and regulations, and the timely submission of all deliverables to USAID.


MINIMUM QUALIFICATIONS AND EXPERIENCE

A minimum of a Master’s Degree in Social Sciences, Public Health, Development Studies, or a related technical field.

At least ten years’ experience working on orphan and other vulnerable children (OVC) programs or related health and social services programs;

At least five years of senior technical or managerial level experience on USAID and/or PEPFAR programs, with demonstrated knowledge of USAID and/or PEPFAR guidelines, regulations and reporting requirements (previous COP experience strongly preferred);

State-of-the-art technical knowledge in one or more OVC technical areas (such as social protection programming, economic strengthening, early childhood development, child protection, health and nutrition, social welfare systems strengthening, adolescent girls’ programming, care and support for children and adolescents living with HIV, or other relevant area), demonstrated by at least three years of senior management in this field;

Comprehensive understanding of the social welfare and health system structures and policies in Nigeria;

Demonstrated ability to engage government ministries, departments and agencies, and represent OVC priorities and issues;

Experience in financial, administrative and technical management of large grants involving consortium members, sub-recipient partners, or other teaming arrangements;

Proven leadership and interpersonal skills and ability to build and motivate diverse and talented teams;

Excellent communication and writing skills in English;

Proven ability to work independently, plan strategically and analyze situations critically;

TECHNICAL DIRECTOR – HIV SERVICES


JOB SUMMARY

The Technical Director, HIV Services will have oversight of components of the project that interface with clinical service provision to contribute directly towards the achievement of the UNAIDS 90-90-90 target.

S/he will ensure technical quality of HIV prevention and screening interventions and ensure a smooth clinic-community continuum of services for children and adolescents living with HIV.

S/he will work closely with other members of the technical team to ensure smooth integration of HIV services with cross-cutting areas of OVC programming, including household economic strengthening, nutrition, parenting, child protection, and access to education, in line with PEPFAR guidelines and global standards.


KNOWLEDGE, SKILLS AND QUALIFICATIONS

A primary degree in Medicine, Nursing or equivalent, with a relevant Master’s level qualification;

At least seven years of experience working on health projects in a development context, with at least three years implementing or managing HIV-focused clinical and/or community-based services;

Technical expertise and experience with clinical programming domain guidelines around HIV testing and counseling, PMTCT, HIV-exposed infants, and CLHIV care and support;

Demonstrated knowledge of policy and programs serving vulnerable adolescent girls and young women at high risk of HIV acquisition;

Hands-on experience with PEPFAR project management processes and application of PEPFAR technical and administrative guidelines;

Familiarity with Nigeria’s institutional, policy and programming context for HIV clinical and community services, including knowledge of the social welfare and health sectors in Nigeria;

Demonstrated ability to engage government and represent OVC priorities and issues as they relate to children and adolescent living with or at high risk of HIV;

MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) DIRECTOR


JOB SUMMARY

The MEAL Director will be responsible for leading the design and implementation of the program monitoring and evaluation framework.

S/he will ensure that feasible and efficient MEAL systems are designed and implemented, allowing the project team to meet its reporting requirements and provide meaningful and timely data to measure project impact and progress and support programmatic adjustments and evidence-based decision-making.

S/he will be responsible for ensuring that consortium partners and sub-recipients submit complete and accurate data, and will lead in the preparation and upload of MER data reports to USAID and PEPFAR databases in line with donor timelines and regulations.

The MEAL Director will also oversee the development and implementation of research, learning and ICT4D initiatives on the program.


MINIMUM QUALIFICATIONS AND EXPERIENCE

Bachelor’s degree in Social Sciences,Statistics, Informatics, Epidemiology, or related field;

A postgraduate qualification in statistics, public health, health or social services research, informatics or related field;

At least 10 years of experience designing and implementing monitoring and evaluation

activities in a health or social services setting

Deep familiarity with PEPFAR Monitoring, Evaluation and Reporting guidance, as demonstrated by at least five years of experience working on M&E in OVC or other PEPFAR programs;

Demonstrated experience developing M&E tools and designing and managing data collection systems to track project performance;

Demonstrated experience using project and national data for decision making and program adaptations;

Familiarity with principles and current approaches to M&E of development programs, particularly in the health sector, using appropriate methods;

Demonstrated track record in designing and overseeing assessments, evaluations and operational research;

Demonstrated ability to develop and roll out ICT-based data collection systems;

Proficiency in database management, familiarity with the NOMIS and DATIM;

Familiarity with statistical programs such as SPSS, EPI-Info and STATA;

Proven leadership and interpersonal skills and ability to build and motivate a team working with state and local government, community organizations, communities and families;

TECHNICAL DIRECTOR – PROGRAM MANAGEMENT AND SUSTAINABILITY


JOB SUMMARY

The Director, Program Management and Sustainability (DPMS) will support the CoP in providing technical and programmatic guidance and coordination to ensure that results are met.

The DPMS is accountable for all project management related activities, and for ensuring that consortium members, resource partners, sub-recipients and staff deliver high quality programming.

S/he oversees the development, implementation, and monitoring of work plans according to agreed project approaches and strategies, and established technical program quality standards, regulations, and best practice.

The DPMS also provides leadership for initiatives to promote sustainability of OVC service delivery by engaging with and building influence with key stakeholders including the Government of Nigeria and other donors, as well as the private sector.

The DPMS will typically assume the duties of the Chief of Party while s/he is away on leave or travel duty.


MINIMUM QUALIFICATIONS AND EXPERIENCE


Minimum Master’s in Public Health, Social Work, Education, Child Development, or related field;

At least eight years of experience designing, implementing and managing OVC projects in a development context.

Demonstrated state-of-the-art experience at a mid- or senior level in at least two of the following technical areas: child protection, household economic strengthening, social protection, education, health and nutrition including care and support for CLHIV and ALHIV; quality improvement; social services systems strengthening, OVC policy and advocacy;

Extensive knowledge of policy, practice and structures within the social welfare and health sectors in Nigeria;

Deep familiarity with PEPFAR and USAID project management and reporting processes, indicators and guidelines;

Demonstrated experience in managing, coordinating and supervising a team working with state and local community organizations, families and communities;

TECHNICAL DIRECTOR – SOCIAL SERVICES


JOB SUMMARY

The Technical Director Social Services will be responsible for maintaining state-of-the-art technical social services programming across the project.

S/he will lead the planning and delivery of training, accompaniment and technical support to consortium members and implementing partners on key OVC social service domains, and will monitor and ensure the technical soundness of project interventions as well as their alignment with national policy and global best practice.

The Technical Director is responsible for ensuring that quality improvement initiatives are in place to strengthen case management and referrals across the project, and ensure strong linkages between facility- and community- level service delivery points.


MINIMUM QUALIFICATIONS AND EXPERIENCE


Minimum Master’s in Public Health, Social Work, Education, Child Development, or related field;

At least eight years of experience designing, implementing and managing OVC projects in a development context.

Demonstrated state-of-the-art experience at a mid- or senior level in at least three of the following areas: child protection, household economic strengthening, social protection, education, health and nutrition including care and support for CLHIV and ALHIV; quality improvement; social services systems strengthening, OVC policy and advocacy;

Extensive knowledge of policy, practice and structures within the social welfare and health sectors in Nigeria;

Deep familiarity with PEPFAR and USAID project management and reporting processes, indicators and guidelines;

Demonstrated experience in managing, coordinating and supervising a team working with state and local community organizations, families and communities;

Demonstrated ability to engage and represent OVC priorities and issues effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, at national and sub-national levels;

Job Description
Goal / Purpose:


  • The WASH Assistant is in charge of supporting the Multisector Project Coordinator and the Activity Managers towards the good implementation, achievement and reporting of the objectives defined in the proposals;

  • S/he guarantees the proper coordination mechanisms are in place inside the operational teams in the different areas of intervention, and in cooperation with the Multisector Project Coordinator.

Main Tasks
Project relevance, quality and design:


  • Contribute to establishing operational assessment and evaluations activities;

  • Contribute to define SOLIDARITES INTERNATIONAL’s WASH local strategy and contribute to the annual programming by proposing new activities, especially activities targeting vulnerable people and IDPs in Borno State;

  • Support the implementation of the activities in compliance with the annual operational strategy and SOLIDARITES INTERNATIONAL’s technical requirements;

  • Participate in evaluating the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual development and the population’s needs;

  • Propose to the Multisector Project Coordinator adjustments to the programs, if necessary;

  • Participate in building the teams abilities with respect to techniques or new methodologies;

  • Responsible to propose and guarantee quality approach mechanism are in place for the programs to ensure transparency accountability of SI activities;

  • Support the writing of technical annexes and chapters (including the logical framework) for the proposals;

Implementation and operational monitoring:


  • Support the Activity Managers in planning their operational activities;

  • Propose quality criteria and monitoring indicators for programs;

  • Anticipate any issues linked with carrying out the activities and help to resolve any problems related to the activities;

  • Suggest any adjustments to be made to the activity depending on contextual and indicator developments;

  • Meet the deadlines and adhere to predefined quality specifications;

  • Support the Multisector Project Coordinator in ensuring the project management, monitoring and evaluation tools are in each operational department;

Institutional Knowledge Building – IKB:


  • Use the IKB tools proposed by SOLIDARITES INTERNATIONAL ;

  • Participate in the centralization, validation, and distribution of procedures, guidelines and tools linked to the multisector activities;

  • In collaboration with the Multisector Project Coordinator, set up technical trainings depending on the operational needs and identified training requirements;

  • Lead working groups and thematic meetings with the support of the Multisector Project Coordinator;

  • Evaluate and assess the performance of colleagues under his/her  direct supervision on a regular basis;

  • Ensure adherence to SI security regulations and reinforce them with his/her team.

  • Build up on SOLIDARITES INTERNATIONAL (and stakeholders) intervention methods and techniques;

  • Ensure that project files are complete, regularly updated, and saved on the mission external hard drive;

  • Define the prerequisites for opened  positions together with the Multisector Program Manager;

  • Greet and brief the new staff working on the program;

Reporting/ Communication / Representation:


  • Pass upward to the Multisector Project Coordinator and Coordination team any information on the security situation or on any event that could impact SOLIDARITES INTERNATIONAL activities and safety of the teams

  • In collaboration with the Multisector Project Coordinator, and administrative department, support the preparation of administrative documents (MoU, handover, etc.) to be jointly signed with government authorities, communities or partner’s;

  • Coordinate with field representatives in accordance with management guidelines;

  • Coordinate with support team (Logistic and Administration) as well as field team involved on the program;

  • Represent the organization when asked and/or delegated to do so;

  • Support the drafting of activities reports and amendments (including any annexes relating to specific activities) for the financial donors, local authorities and for internal purposes (weekly and monthly reports) by compiling all the operational data before sending them to the Multisector Program Manager;

  • Ensure that all reports required by the Multisector Project Coordinator are delivered on time and in the correct format;

  • In his/her assignment area, might be appointed to represent SOLIDARITES INTERNATIONAL at meeting or forums concerning the activities;

Requirements
Personal abilities:


  • Professional experience: 1 year of experience in similar position (NGO/Private or Public sector)

  • Languages: English, Kanori, Haussa, Shua (additional languages a plus)

  • Personal qualities: reliable, honest, very good organization, resistance to stress, good interpersonal skills (communication), team player, capacity to delegate and to manage, initiative and autonomy, capacity of prioritsation of tasks.

Technical competences:


  • Training: University degree in Water and Sanitation or Environmental or Water Resources Development or in one of the Civil Engineering disciplines of Water Supply and/or Hydrology, hydrogeology or Sanitation/Hygiene Engineering.

  • Relevant experience on deep borehole drilling and development will be highly appreciated

  • Project related skills : good knowledge of the project cycle, project implementation, project follow-up

Sustainable ENRM promotes a green clean, and resilient world where natural resources – from forests to fisheries, freshwater, oceans, coastal zones and ecosystems – are managed to support livelihoods and strong economies. Sustainable ENRM builds a world better prepared for shocks and global challenges, helping countries limit their exposure to resource scarcity, more-volatile weather patterns, and the long-term consequences of climate change.


The Environment and Natural Resources Global Practice (GENDR) of the World Bank has been set up to deliver on the opportunities, benefits and outcomes offered by enhanced management of the environment and natural resources. The ENR GP has close to 300 operations under management, representing $7 billion, and a growing pipeline of new investments under active development.


ENRM activities in Sub-Saharan Africa represent a substantial part of the ENR GP Portfolio. Sub-Saharan Africa, with a population of around 875 million people in 47 countries, is home to 36 of the world’s poorest countries. Making headway against poverty in sub-Saharan Africa continues to present the world with its most formidable development challenge.


GENDR covers the following business lines:

GREEN: Forests, Watersheds & Sustainable Landscapes – managing renewable natural capital across landscapes;

BLUE: Marine, Coastal & Aquatic Resources – unlocking the wealth of marine, coastal and fresh water economies;

BROWN: Pollution Management & Environmental Health – reducing pollution to improve environmental conditions;

Clean and Resilient Growth: – fostering economics and institutions for sustainable and sustained growth; and

Environmental Risk Management & Sustainability: Managing risks and creating opportunity to advice sustainable development, also known as environmental safeguards.

Within GENDR, two units cover these business lines in the Sub-Saharan Region. One unit covers West and Central Africa and the Indian Ocean islands (GEN07) and the other one covers Eastern and Southern Africa (GEN01). Specifically, these two units develop and manage operations and analytical work in a variety of areas such as forestry, biodiversity, watershed management, fisheries, coastal zone management, pollution management, and climate change mitigation and adaptation.


In addition, these units provide environmental safeguards services to operations funded by the World Bank across all sectors. Considering that most of the projects carry environmental and social impacts, these units are also tasked with ensuring that environmental safeguards are addressed in an efficient and credible manner.


GEN07 supports national and local governments and communities to improve sustainable management of natural resources and improve preparedness to natural disasters in 26 countries grouped in the following seven Country Management Units: Cabo Verde, Gambia, Guinea-Bissau, Mauritania, Senegal (AFCF1); Benin, Burkina Faso, Côte d’Ivoire, Togo (AFCF2); Guinea, Mali, Niger, Chad (AFCW3); Nigeria (AFCW2); Angola, Cameroon, Equatorial Guinea, Gabon, Sao Tome and Principe (AFCC1); Republic of Congo, Democratic Republic of Congo, Central African Republic (AFCC2); Comoros, Madagascar, Mauritius, Seychelles (AFCS2).


In Nigeria, GEN07 supports a large portfolio of projects across development sectors through environmental safeguards services, as well as several own-managed operations in the GENDR business lines. One of these operations, and by far the largest, is the Nigeria Erosion and Watershed Management Project (NEWMAP) financed by the International Development Association (IDA), Global Environment Facility (GEF) and Special Climate Change Fund (SCCF). The Bank is also supervising the PMEH-funded Lagos Multi-Pollutant Management and Environmental Health Program, the REDD+ readiness grant from the Forest Carbon Partnership Facility (FCPF), and preparing other operations.


DUTIES AND ACCOUNTABILITIES

GEN07 is recruiting a Natural Resources Management Spe…t to support the preparation and implementation of lending and grant-funded operations, and Advisory Services and Analytics (ASA) in coordination with the Government of Nigeria, donors and other stakeholders particularly in the areas of Watershed Management, Forests and Geo-Spatial and Remote Sensing Tools and South-South Knowledge Exchange (SSKE).

More specifically the staff to be hired will be expected to:

1.) Operational Support for GEN07’s Natural Resources Management portfolio:


Support the Task Team Leaders (TTLs) for NEWMAP and FCPF;

Support to Nigeria Climate Change Response, SSKE, ASA, PMEH, WACA and so on;

Provide operational support to client for the implementation of these programs, and specifically support the implementation of respective components and activities on watershed management, forest, and climate change;

Provide technical inputs and guidance to clients on appropriate scope, technology, costs, and related issues in connection with the preparation of terms of reference for project-or sector-related work;

Interact with and strengthen cooperation with local development partners, represent the Bank’s environment and climate change sector program in national-level fora, provide support as appropriate as the Bank’s focal point within task teams, and liaise with government counterparts and other partner organizations (civil society organizations, academia, etc.)

Interact closely with the TTLs to brief them on all relevant aspects of the projects, including, coordination with other Integrated Watershed Management program partners such as the International Union for Conservation of Nature (IUCN), Food and Agriculture Organization (FAO), etc.) and SSKE Program;

Contribute to the Bank’s analytical, advisory and technical work related to sustainable development on issues such as integrated water resources management, climate change adaptation and mitigation, and Disaster Risk Management (DRM), including support to development/advice on national policies and strategies;

Monitor and provide advisory support for the adherence to World Bank’s operational policies and quality requirements in technical and fiduciary due diligence. In addition, the candidate may contribute to development of pipeline projects and the mobilization of resources and expertise for their realization.

Provide inputs to the preparation of diverse operational products/outputs (e.g., sector and country briefings, background reports, case studies, portfolio performance reviews, Trust Fund (TF) Grant Fund Request (GFR), Grant Report Monitoring (GRM) and closing reports, Aid Memoire, Implementation Summary Reports (ISRs), activity completion reports, etc.);

2.) Geo-Spatial Support and SSKE Coordination:

Guide projects in the:

Development of the National Decision Support System for Erosion and Watershed Management in Nigeria;

Deployment of spatial perspectives to improve development outcomes across, improving NRM, and delivering true transparency; (iii) mapping of land use land cover including the acquisition of necessary spatially referenced data of both primary source such as attributes of selected sites, comprising of soil types, vegetation types and geo-ecological characteristics of project areas;

Development of spatial database that can be updated from time to time and subsequently, spatial analyses and modeling to produce map documents that can guide key policy and management decision making;

Proffering geospatial best management practices that could mitigate the current problems and prevent future erosion and flood hazards in the state;

Review all GIS activities as may be needed; and

Coordinate South-South knowledge Exchange.


3.) Environmental Safeguards: Provide environmental safeguards support to investment operations under preparation and supervision by other Global Practices in Nigeria.

During project preparation: identify which of the Bank’s safeguards policies will be triggered; assist the borrower/project implementation agency in preparing these instruments and review them for quality; contribute well-written summaries of key safeguards instruments for inclusion in project documentation. This will also entails providing assistance to staff or client to assure the quality of project documentation before submission to the AFR1 Regional Safeguards Secretariat for approval.

During project implementation: supervise compliance with the Bank’s safeguards policies by building effective working relationships with the borrower/project implementation agency to ensure proper understanding of the policies; help the borrower/implementing agency apply the safeguards policies effectively.

During both preparation and implementation: go beyond narrow policy compliance to look for opportunities to improve the environmental outcomes of the project he/she is supporting; work closely with the Social Safeguards Spe…t assigned to each operation and provide back up support as required.

Participate in review meetings and represent AFR1 in relevant Bank-wide initiatives; represent the Bank in donor meetings on the environment; and contribute to knowledge generation and diffusion within the region and beyond.

Indicatively, the proportion of time spent on 1-2) is expected to be about 75% and the portion spent on 3) is expected to be about 25%, but this would depend on business needs and may vary over time.


SELECTION CRITERIA

Knowledge and Experience in Development Arena – Understands policy making process; distills operationally relevant recommendations/lessons for clients.

Proven operations experience in the implementation of WBG projects in the watershed management, forest management, development and operationalization of geo-spatial/portal based decision support system for forest and NRM, climate change and land management

Policy Dialogue Skills – Identifies and assesses policy issues and plays an active role in the dialogue with the government and/or other stakeholders.

Knowledge of gender issues in NRM, watershed and forest management.

Environmental Policy, Strategy and Institutions – Familiarity with environmental policies, strategies, institutions, and regulations as well as Nigeria’s NDC.

Master’s degree or equivalent academic qualification in a relevant discipline, e.g. geography, geology, environmental Management, ecology, environmental economics, natural resource management, environmental science or related discipline and a minimum of five years of professional experience in the environmental sector and projects.

Related country work experience in Watershed Management and use of Geo-Spatial Tools in Nigeria, India and China or other SSKE countries are essential.

Demonstrated leadership and interpersonal skills, and the ability to effectively negotiate and achieve balanced solutions to environmental development problems.

Ability to work independently and seek guidance on complex projects/issues from senior officers.

Proven excellence in written and spoken English is essential.

OTHER SELECTION CRITERIA

Master’s degree or equivalent academic qualification in a relevant environmental science, forestry environmental economics, biology, geography, geology, public policy, or equivalent;

Minimum of 5 years of professional experience in the environmental sector, including proven experience in Watershed Management, REDD+, forest/agriculture landscape, and fisheries projects;

Experience in implementing (and/or supervising the implementation of) complex watershed management, forest and Natural resources management programs/projects.

Good knowledge of environmental issues in Nigeria, including but not limited to legislation and institutions;

Understanding of the Bank’s assistance to the watershed management, forest and sectors in Nigeria, including of the various funding instruments that make up the Bank’s support to the government;

Familiarity with World Bank’s environmental safeguards policies;

Familiarity with application of geo-spatial (GIS) and remote sensing tools in the field of watershed, forest and natural resources management;

International field experience in the watershed, forest, NRM and SSKE;

HYGIENE PROMOTION OFFICER

MAIN RESPONSIBILITIES

Actively participate in the design, development and implementation of hygiene promotion program in camps and non-camp settings.
