BACKGROUND


International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of Ebola Assessment Officer in Nigeria.

ESSENTIAL DUTIES AND RESPONSIBILITIES


To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.


  • Conduct an assessment of Eket, Akwa Ibom State in order to identify existing gaps, both in terms of programming, geography and opportunities for IDO preparedness and response

  • Meet with stakeholders including MOH, SMOH, INGOs, LNGOs, as well as civil society organizations, in order to identify gaps in infectious disease preparedness and response in the event of an outbreak or threat of an outbreak.

  • Conduct focus group discussions and in-depth interviews with community members and leaders to assess gaps in knowledge and awareness about IDO (e.g. Ebola) prevention; and to gauge their preparedness in accessing possible IDO Treatment Unit and other related services.

  • Discuss potential roles with ExxonMobil Nigeria representatives.

  • Consult with S/MOH, CDC, WHO and other existing stakeholders, including Emergency Operations Center for Ebola (if available).

  • Conduct desk review of relevant documents, stakeholders" reports and donor guidelines.

  • Engage Technical Unit (TU) at HQ to design appropriate assessment tools and carry out assessment in health facilities and communities.

  • Review the Preparedness Plan for IDO (e.g. the one for Ebola Virus Disease) in Nigeria.

  • Review Infectious Disease Outbreak guidelines of MOH and align preparedness and response report with guidelines.

  • Assess feasibility of participatory approach and engagement of should there emerge a need/opportunity for proposal development.

  • Ensure that inputs from S/MOH and key stakeholders are solicited and incorporated into the report.

  • Ensure that strategies included in scoping assessment are sufficiently supported by relevant existing data and evidences that justify the interventions.

  • Prepare/gather and incorporate all needed annexes and supporting documents, as per the Donor’s requirements and/or IMC country team or HQ’s request.

  • Ensure that all stakeholders are aware that donor is not planning any interventions at this time.

  • Develop budget to support recommended plans of action.

DELIVERABLES


A rapid assessment report with findings regarding Infectious Disease Outbreak (with epidemic potential) treatment capabilities in Eket, Akwa Ibom State, based on available expertise and experience, existing gaps and necessary actions, and reasonable timelines.


  • Submit assessment notes (summary notes plus raw data).

  • Submit preliminary budget for suggested activities and responses based on assessment report.

QUALIFICATIONS

  • MPH or equivalent degree. Medical degree preferred, in addition.

  • At least 5 years of needs assessments and program design experience in global health.

  • At least 2 years residential experience in a developing country of Africa, preferably Nigeria

  • Excellent skills in technical writing and developing proposals. Must have experience in working with international NGOs, national and state governments (Ministry of Health – MOH), donor agencies, and academic institutions in the context of proposal development.

  • Experience in Infectious Disease Outbreak prevention and response preferable.

Background:


IFES has long supported the Operations Department of the INEC in identification and implementation of innovative projects and technologies in their work. In preparation for National and Gubernatorial Elections, it is essential for the INEC to have exact mapping of the Polling Units across the country.


In order to support INEC to enhance professionalism of its newly established GIS laboratory, train the INEC staff, plan for efficient integration of GIS databases into other Electoral data sets such as VR databases and other related professional tasks, INEC needs experienced GIS and Data Management Consultant to work with its team to share the knowledge and built up the capacity that will help the Commission both in preparation for upcoming Elections as well as establishment of long term capacity for integration of Geographical Information System in their Electoral work and enhancement of professionalism of its permanent GIS Laboratory.


Presently, the INEC does not possess full in-house capacity to plan, implement and manage highly technical activities and tackle challenges posed by numerous factors including but not limited to: process of registration of citizens directly into Polling Units instead of using registration centers, inadequate number of Polling Units, arbitrary configuration of Registration Area/Ward and Polling Units, placement of Polling Units in unapproved locations, no geographic coordinates of large number of Polling Units, no digital identification and mapping of Registration Area and Ward boundaries, lack of constituency atlas, and the lack of integration of Voter Registration Database data into Polling Unit databases. In order for INEC to tackle these challenges during the current electoral cycle, it needs technical assistance in the areas of geographic information systems, data management, administrative boundary harmonization, polling unit configuration, delineation of electoral area boundaries, and elections management. Experience in mapping the lowest delimitation area and configuration of polling units and how they are utilized in the context of elections management is also important.


Assignment:


GIS and Data Management Support Specialist will undertake the following tasks:



  1. Assess the current status, capacity and needs of the INEC GIS Laboratory;




  2. Plan and implement on-job training of GIS Laboratory staff as well prepare proposal for long term capacity development;




  3. Support the reconfiguration of the Delimitation System (registration area/ward, polling station, and polling unit configuration);




  4. Support the digital identification and Mapping of Registration Area and Ward Boundaries;




  5. Support the GPS mapping of all polling units with inaccurate or no geographic coordinates;




  6. Support the development of the new Directory of Polling Units;




  7. Recreation and Production of the Atlas of Constituencies;




  8. Implement GIS and data management capacity development;




  9. Support the integration/linking of the Delimitation Database and the Voter Registration Database;




  10. Support spatial datasets development and updates of the Polling Unit map Website;




  11. Support spatial data infrastructure development;




  12. With other stakeholders, support the development and utilization of a full spatial data infrastructure for Nigeria to facilitate GIS support to electoral activities and processes;




  13. Support the development of GIS-enabled protocols, processes and systems for efficient and effective electoral management;




  14. Perform other tasks consistent with the functions of a GIS and data management specialist



Deliverables:


· Assessment report of the current status, capacity and needs of the INEC GIS Laboratory with a workplan for enhancement of the technical and human resources capacity of the INEC GIS Laboratory and staff (to be completed within 4 weeks of consultancy start date)


· Implement on-job training of GIS Laboratory staff (ongoing)


· Provide periodic recommendations for improvement and correction of the ongoing processes (ongoing)


· Provide final report detailing results of the on-the job training and recommendations for future assistance to IFES Nigeria COP.


Requirements:


· A Bachelor’s or Master’s Degree in a relevant field (Geography, Geology, Geo-Spatial Analysis).


· 5-10 years’ experience in the creation of GIS maps and manipulation of other GIS software.


· Experience in the production of cartographic publications (in print or digital).


· Demonstrated electoral GIS experience, particularly in the areas of administrative boundary harmonization, delineation of electoral area boundaries, mapping the lowest delimitation area and configuration of polling units.


· Strong reporting skills


· Knowledge of Nigerian Electoral environment will be an asset.

2. Tasks and responsibilities


The Project Manager is responsible for the accurate realization of all assigned project activities and their relative economic and financial administration. The Project Manager is in charge to manage an ECHO funded project mainly constituted by two main components: a food security component (e-voucher) and an interactive mapping to support the coordination among the different humanitarian actors in Maiduguri.


Specifically the Project Manager is responsible to:


· To define the operating processes required to ensure a proper management of the project (roles, procedures, decision making and operating processes, working methodologies)


· To establish a fruitful network with all the humanitarian actors in Maiduguri (NGOs, UN agencies and Local Authorities) in order to create a collaborative environment for the setting up the interactive mapping component


· To keep regularly updated the Head of Mission about the interactive mapping developments allowing him/her to report and support this activity in the various coordination meetings in Abuja


· To participate in all meetings and technical panels in Maiduguri and Abuja as required by the position


· To elaborate, manage and monitor general and monthly planning of project activities as well as relative economic and financial planning on the basis of available donor funds


· To guarantee compatibility and conformity to both INTERSOS and donors’ budget constraints and procedures


· To be responsible for the financial management of project funds and bank accounts


· Subject to the approval and dispositions of the HoM to manage the procurement of goods, works and services essential to the project


· To be responsible for all project documentation up until its conclusion and its delivery to the Head of Mission, obtaining a detailed confirmation receipt of the delivery


· To be responsible for warehouse stock management and relative accounting and for the accuracy of the monthly inventory


· To be responsible for accurate project administration and to supervise and monitor the preparation of accounting documents for interim and final financial reports required by donors


· To be responsible for the accuracy of all narrative reports required by donors; to submit to the Head of Mission, consistently with the internal reports, the activity reports that will be submitted to the donor


· To submit, upon specific request and based on the indications provided by the person responsible for the Communication and Fundraising, all documentation may be useful for the activity of communication and fundraising, prior notification to the Head of Mission.


Human Resources management:


· To address hiring needs for local workforce and manage contracts in accordance to guidelines provided by the Head of Mission;


· To manage project personnel and promote role-positioning, education, training, growth and assumption of responsibility;


· To supervise, motivate and appraise personnel and promote its cohesion;


· To appraise the team under direct supervision by means of performance appraisal forms to be sent to the Head of Mission;


· To make the Head of Mission aware of the local noteworthy and professionally prepared staff.


3. Required profile/experience


· Advanced university degree in political science, international relations, social studies or similar area (a first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree).


· At least 2 years professional experience in similar position;


· Knowledge of ECHO administrative procedures ;


· Experience in training, managing and monitoring the local administrative and logistics staff;


· Experience in GIS, e-voucher and nutrition (desirable);


· Knowledge of UN administrative procedures (e.g. UNHCR, OCHA, UNICEF, WFP) (desirable)


· Strong interpersonal skills and demonstrated ability to establish effective working relations with staff, beneficiaries and other stakeholders;


· Computer literate (Microsoft office)


· English language skills required (fluent)


· Italian (desirable)


· Ability to work in a volatile and difficult security context, including hardship field locations
