Job Title: Consultant – Audio-Visual Documentary Production
Locations: Kaduna, Plateau and Benue States
Background
- Improving Early Warning and Early Response Systems to Strengthen Disaster Preparedness in Nigeria’s Middle Belt project also known as E4E aims to strengthen disaster preparedness through improving early warning and response mechanisms. It seeks to improve emergency preparedness, timeliness and quality of risk information and response actions for multiple natural hazards by ward, government (local to federal) and NGOs in a coordinated manner.
- With funding from the European Commission’s Civil Protection and Humanitarian Aid (ECHO) Christian Aid has implemented the E4E project from March 2018 in Benue, Kaduna and Plateau States to complement the already existing efforts of the state government. Implemented in 27 communities across 9 LGAs in these states, the project has strengthened the capacity of government and various structures to respond to prepare and respond to emergencies. There has been an improvement in the culture of information-based decision making to protect lives and livelihoods while ensuring human dignity is promoted for vulnerable disaster affected communities.
- The project is currently in its last year of implementation and Christian Aid is looking for a consultant to document the successes of the project, highlight the impact on the lives of members of beneficiary communities and assess the challenges faced by the communities and other stakeholders with respect to early warning, early response and disaster management. Some of the key stakeholders on this project are: Community Disaster Management and Mitigation Platform (CDMMP), Community Search and Rescue Team (CERT) and Local Emergency Management Committee (LEMC) in project communities, Disaster Management and Mitigation Platform (DMMP), Staff of State Emergency Management Agency (SEMA) and National Emergency Management Agency (NEMA), ECHO staff and Christian Aid staff
Purpose of Consultancy
- The Consultant will showcase a synopsis of the impact of the Improving Early Warning and Early Response Systems to Strengthen Disaster Preparedness in Nigeria’s Middle Belt (E4E) project in the states, local government areas, communities and lives of the individuals by documenting audio-visual evidence from selected Local Government Areas across Benue, Kaduna and Plateau States where the E4E project is implemented.
Objectives of the Documentary:
- To produce an audio-visual case study (human interest) showcasing the tangible successes and evidences of the E4E project in supporting and strengthening emergency preparedness and response structures.
- To highlight the barriers and challenges of implementing disaster risk reduction (DRR) projects in Nigeria using these states as a case study.
- To produce a resource for advocacy and social dialogue around the issues of flooding that will be used to influence actions and policies on these issues.
- To document commitments from the government and other stakeholders to step-in and support the work done by Christian Aid to ensure sustainability.
Deliverables:
- A final 10-minute audio-visual documentary/case study (with English captions/subtitles) all 3 states showcasing:
- The success of the project’s strategies in addressing disaster risk reduction and flood mitigation by demonstrating tangible impacts/changes.
- The ‘how’ the project’s strategies impacted on the States, Local Government, and communities
- A 3-minutes instructional animation using the story format to educate people on what they can do to prevent floods in their environment. The animation will combine interviews, pictures, voiceover and graphics.
- Two shorter montage videos that can be used on social media. The videos will tell specific human stories of how the E4E project positively impacts life. How the project has affected the CDMMP. Video should not be more than 2 minutes.
- Still photos documenting the work done by the CDMMP (including CERT), LEMC, and DMMP including the conditions before and after the project with overall outlook of the communities where we work. Photos must include the name of the subject and a caption relevant to the photo.
- At least three, one-minute video clips for use on Social Media. Clips must contain any of the following: a testimony on the impact of the project, quotes from beneficiaries for the implementers of the project, comparisons on life in the communities before and after the commencement of the project, requests from the communities where there are any.
- Transcript of interviews.
- Create an original theme/background music specifically for this documentary.
Notes:
- The documentary should combine voiceover and testimonial using the story format.
- All photos, video clips, animations and documentaries will be presented to Christian Aid Nigeria in an external hard drive with full rights vested in Christian Aid.
- Consent must be sought using Christian Aid consent form from all respondents during the interview process and the consultant is required to submit signed consent from the respondents at the end of the process.
- Where translation is required, the consultant must engage the services of a translator at no extra charge to Christian Aid Nigeria and ensure that finished work is presented in English language with sub-titles.
- All videos will have English captions/subtitles
Methodology:
- The consultant is expected to gather footage of project activities to capture the story and importance. You will speak to project participants to showcase behavioural changes and impact in their lives and the community. This will entail gathering content of selected individuals who have participated in an E4E activity. A rapid desk review using project documents will be important to informing your final script.
- An inception report detailing work plan, timelines and resources required for completion of the job as well as a list of stakeholders/beneficiaries to be interviewed will be required from the successful applicant before the work is commenced.

Key Requirements
- Christian Aid is seeking a professional, experienced and already established photo and video production outfit or individual with experience in documentary production.
- The outfit/individual should also have experience in documenting case studies using different formats.
- Sound knowledge of Benue, Kaduna and Plateau contexts and ability to communicate in the local languages is essential.
- It is desirable if the outfit/individual is based in either of these States or Abuja.
- Knowledge and experience in disaster risk reduction (DRR) and early warning and early response systems (EWER) is added advantage.
Terms of Engagement
- Budget should be all inclusive; Christian Aid will not be responsible for accommodation, feeding or transportation to the states.
- All photos, video clips, documentary, raw files remain the exclusive right of Christian Aid Nigeria.
- 60% of the total cost agreed will be paid at the commencement of the process, 40% will be paid on satisfactory completion of the job
- A 10% withholding tax will be deducted from the total amount agreed for a registered firm and 5% for individual consultant.
- All production costs incurred will be covered from the consultancy fee
- Field work is expected to start by 6th January 2020 and the documentary must be completed within four weeks from this date.
