JOB DETAILS

Provide the General Manager and Management Team with expert advice and support regarding financial management and control.

Responsible for conducting annual budgeting and monthly reviews.

Ensure the appropriateness of the key assumptions included in WA’s financial plan and annual budget proposals. Identify and highlight potential areas of concern in a timely manner.

Manage all financial activities, including cost analysis, capital expenditures, working capital, cash flowmanagement and tax planning. Work with Area Management and other GSK Corporate functions in establishment of appropriate policies in these areas.

Engage Board of Directors, Board Committees and Shareholders Forum around budgets, results, issues and trends. Establish optimal dividend and capitalisation policies in conjunction with Board Finance Committee and GSK Corporate Management.

Actively participate and lead discussion as an executive director in the Audit Committee meetings, Board Finance Committee meetings and Board meetings for GSK Consumer Nigeria Plc.

Prepare and review financial information across all three businesses (Consumer, Pharma and GMS) and present to various committees as part of the PLC governance.

Ensure that all three GSK business unit heads are engaged and actively involved in delivery of results for the PLC.

Work with Internal Audit and Audit Committee in evaluation and testing of controls.

Ensure compliance with all local SEC and Stock Exchange requirements.

Oversee all accounting procedures and systems used by the company.

Ensure all financial processes are compliant with GSK policies, International Financial ReportingStandards, Nigerian Accounting Standards and local SEC regulations.

Guide and coordinate development of Risk Maps and Business Continuity Plans for the Consumer WA business unit.

Liaise with and provide financial reporting to Lucozade-Ribena Suntory brand owners and business partners.

Lead financial delivery of business strategy projects ensuring that both financial strategy is prepared and understood by the business and measured against those plans during execution.


BASIC QUALIFICATIONS

Chartered Accountant with 10-15 years post qualification experience in Finance related function in a manufacturing organisation of which the last 3-5 years should be at very senior levels.

Experience in making critical decisions in an autonomous environment with track record of superior financial judgement.

Demonstrated effectiveness as a leader, facilitator, and team member with strong communications/interpersonal skills.

Proven ability to create commercial analysis and translate findings into strategic recommendations.

Strong project management skills.

Systems and process expert including strong change management capabilities.

DGIS PROJECT LAGOS PROGRAM OFFICER


DGIS PROJECT

KNCV is the lead partner in a five year project funded by the Netherlands Ministry for Foreign Affairs (DGIS). The project’s aim is to strengthen Global Fund grants addressing TB/HIV programs in selected countries—“making Global Fund money work”. Specifically, the project’s main goal is increasing and maintaining Global Fund performance and strengthening the base for a sustained country response. The DGIS project is implemented with the support of a partnership of three Dutch NGOs; AIDS Foundation East West, HIVOS and PharmAccess. This project is also integrated with Challenge TB, a major USAID supported project lead by KNCV and in particular with its Global Fund Hub.


The DGIS project is built on two main pillars; 1) Increase case finding and treatment success through engagement of non-public sector and 2) Improve Global Fund implementation through long term TA.


BACKGROUND OF THIS ASSIGNMENT

DGIS supported activities in Nigeria will be focused on pillar 1: strengthening engagement of the non-public sector to provide quality patient centered TB/HIV services. Engaging with the non-public sector (private providers and civil society) is essential to the inclusiveness requirements of the New Funding Model. Within this first objective, we aim to develop a model that enables effective partnerships between (local) governments, private health care providers (PHCP) and civil society organizations


PURPOSE OF THE POSITION AND ORGANIZATIONAL POSITION


This is both a technical and a project management position, posted in a Regional office in Lagos. The Officer will ensure timely implementation and technical quality of activity implementation according to the approved annual work plan. The Officer will be responsible for regular monitoring of activity implementation and providing TB/HIV technical support when needed. The Officer will work closely together with PharmAccess Lagos team, KNCV/Challenge TB, State TB and Leprosy Program, and other local partners. The officer report to KNCV’s headquarters in The Hague and receive logistic and technical support by the KNCV Lagos team, as well as by the PharmAccess Lagos team.


WHO ARE WE LOOKING FOR?

EDUCATION


• A master’s degree in a health-related field with qualifications in public health or a related discipline.


KNOWLEDGE/EXPERIENCE

• Minimum of 3 years’ experience in a similar position;

Develops a project database to house all project-related data.

ACCOUNTANT

POSITION REQUIREMENTS

The USAID/Nigeria’s Northern EDUCATION Initiative Plus project, being implemented by Creative Associates and EDC, works to improve the quality of and access to EDUCATION in Nigeria’s Northern states. The Accountant will be responsible for working under the Finance and Administration Officer to manage project expenditures and accounts.

This position is based in Sokoto, Nigeria, and will report to the Sokoto Finance and Administration Officer.


PRIMARY RESPONSIBILITIES:

Manages day to day finance operations, including implementing Creative and USAID policies, procedures and systems, reviewing accounts payable documents for proper accuracy and completeness, and liaising with bank on all banking issues

Completes donor financial reporting, tracks spending, and supports the Finance and Administration Officer

The Sokoto Community Mobilization Spe…t will be responsible for implementing activities to increase community awareness and support of schooling in targeted non-formal EDUCATION and alternative EDUCATION learning center communities in Sokoto. This includes implementing a small grants program to enable CSOs to establish community coalitions and learning centers, building the capacity of CSOs and executing awareness campaigns to strengthen the community’s demand for EDUCATION.  This position is based in Sokoto, Nigeria, and will report to the Sokoto Team Leader.


PRIMARY RESPONSIBILITIES:

Establishes new community coalitions or local EDUCATION support groups and committees

PRIMARY RESPONSIBILITIES:

Process check requests and wire transfers for payments to vendors in compliance with contract requirements

Review and process vendor and consultant fee payments in accordance with USAID and Creative Associates account procedures and contract policies

GRANTS OFFICER

The Sokoto Grants Officer will be responsible for oversight of all grants activities, including ensuring efficient and proper controls for USAID grant compliance and reporting; coordinating training and grants administration with NGOs grantees; and review and submission of financial reports as required for each grant. This position is based in Sokoto, Nigeria, and will report to the Finance and Administration Officer.


PRIMARY RESPONSIBILITIES:

Implement procedures and templates to be used for formulating, negotiating, executing, monitoring, and closing grants according to USAID regulations and the projects Grants Manual

Develop solicitations, coordinate the evaluation of applications, award grants, monitor and report on financial activities as appropriate

Monitor grantee to ensure compliance with USAID regulation

Assist large NGOs to convey grants-management requirements, processes, and skills to their local affiliates as necessary

ICT OFFICER

The ICT Officer will be responsible for overseeing the installation, usage, and maintenance of the office ICT system, as well as troubleshooting and being involved in ICT solutions. This position is based in Sokoto, Nigeria, and will work in close collaboration with HQ field office support and HQ Help Desk. This position will report to the Finance and Administration Officer.


PRIMARY RESPONSIBILITIES:

Provide technical set-up and needed support on all ICT related issues, including installation and testing of workstations, printers, client software, upgrades, and configuration

Implement and document network operations, processes, and procedures

Deploy and implement office network according to HQ specifications

Serve as the office Network Administrator

Identify and solve possible problems in the network

Supervise installations performed by third parties such as cabling, Internet connectivity, etc.

Supervise the production of all NEI+-supported reading material, all NEI+-supported trainings in reading, all teacher and classroom supervision and monitoring and all student testing efforts

Ensure complementarity of activity approaches in reading across the three NEI+ activity states, liaises with government representatives and technicians on technical matters, and bears ultimate responsibility for ensuring that children in NEI+ public, IQTE, and NFLC schools achieve improved outcomes in reading

Work directly with the Hausa and English language experts


SKILLS AND EXPERIENCE

Candidates for this position must have at least 8 years of experience in programs in sub-Saharan Africa that work specifically to improve early grade reading. STATE TEAM LEADER

Reading Expert/Teacher EDUCATION Officer will be responsible for providing technical leadership for all teacher EDUCATION activities, including leading and coordinating the teacher EDUCATION and systems support activities at the national and state level.  The position requires experience with teacher training policy and practice, designing programs for data collection and analysis, and personnel management. This position is based in Sokoto, Nigeria, and will report to the Sokoto Reading Officer.


PRIMARY RESPONSIBILITIES:

Lead integrated state and Local Government EDUCATION Authority (LGEA), State Universal Basic EDUCATION Board (SUBEB), and School-Based Management Committee (SBMC) working groups and steering committees in the following tasks:

Identification of EDUCATION priorities

Assessment of EDUCATION standards

Review and strengthen instructional quality and teacher performance assessments

Strengthen instructional quality standards

Ensure technical coordination of state-level activities and obtain support from directorates and local government authorities as needed

JOB DESCRIPTIONS


The Country Support Manager (CSM) will work with LST to ensure the rapid scale-up and effectivemanagement of high-quality diagnostics for high burden diseases, focusing primarily on diagnostics for patients with HIV and TB.

The CSM will work with Ministries of Health and CHAI country teams across multiple focal countries, helping to optimize policies and processes, expand access to high quality diagnostics, ensure that countries have adopted best practices in planning and implementation of testing programs, and support forecasting and procurement of essential diagnostic products.

The CSM will also provide support in the quantification and mapping of funding needs against available resources, helping the government to identify funding gaps and design interventions and scale up plans in consideration of current resources.

Historically, the majority of diagnostic testing for HIV and TB has been conducted on conventional, laboratory-based technologies using sample transportation systems to expand access to testing to patients living in rural areas. However, access to these products is limited in many countries, and Ministries of Health require continued support to improve the efficiency of these technologies, expand their reach, and introduce new types of essential tests. In addition, several POC products for diagnosis, disease staging, and treatment monitoring have recently become available or are in development, with the potential to dramatically increase access to treatment, improve patient retention, and make healthcare systems more efficient. These technologies need to be integrated with existing conventional laboratory networks, with an appropriate balance between centralized and decentralized testing.

The CSM will support countries in the implementation of both conventional, laboratory-based diagnostic products and new, innovative point-of-care (POC) products that bring diagnostics out of the laboratory and closer to the patient.

In particular, The CSM will support countries in adopting the recently published WHO 2013 guidelines, including the use of viral load  (VL) for monitoring patients on anti-retroviral therapy (ART), and developing strategies for scaling up testing programs, which include HIV diagnosis, CD4 testing, Early Infant Diagnosis (EID) and other opportunistic infections.

In addition, the CSM will assist countries with the evaluation, adoption and uptake of new POC diagnostic products, which can reduce the burden of undergoing testing, and improve access to essential tests, particularly in rural areas.

The CSM will also support LST in global negotiations with diagnostics manufacturers to lower prices, and with the development of new procurement strategies such as instrument rental deals to enable easier product switching.

Finally, the CSM will help develop LST’s market-shaping strategy for fostering competition in the global diagnostics market. In doing so, the CSM will develop strong relationships with various teams within CHAI, as well as Ministries of Health, diagnostics manufacturers, and other external partners in beneficiary countries.

RESPONSIBILITIES

Manage and coordinate diagnostics projects across multiple CHAI focal countries, with multiple work streams in each country

Act as the focal point to manage the relationship between LST and CHAI country teams, including country team leadership

Share best practices across country program to ensure knowledge is shared on the strategies, tools and experiences of all programs

Support countries in the adoption of the recently published WHO 2013 guidelines

Support countries in the development of strategic and implementation plans for HIV diagnosis in adults and children, including EID, CD4 and VL testing.

Support the adoption of current and new HIV and TB diagnostic products and their integration into existing lab networks

Assist Ministries of Health to build capacity to perform technical evaluations to drive regulatory approvals and ensure that new technologies perform accurately, conduct operational pilots to demonstrate the cost effectiveness and impact of new products on patient outcomes, and assist with analysis and writing of evaluation reports

Develop and share deployment models and strategies for how to maximize the impact of existing and new diagnostic technologies

Prepare impact analysis and build tools (forecasting, budgeting, work plans, etc.) to support countries’ activities

Assist Ministries of Health in the development of testing policies and national implementation plans, and the creation of operational systems to support the wide-scale implementation of new and existing diagnostic products, such as training, quality assurance, and data management

Work with CHAI country teams, governments, and partners to identify funding for increased investment in new diagnostic products

Design and implement monitoring and evaluation (M&E) systems to measure the impact of new and existing technologies and assess progress against project goals

Assist LST to manage global supplier relationships through product demand forecasting, market analysis, sharing of market intelligence, and supporting price negotiations

Provide remote and in-country technical assistance to CHAI country teams and governments in support of work streams related to diagnostics


QUALIFICATIONS

Minimum qualifications: Bachelor’s Degree plus 4-6 years work experience

Excellent written and verbal communication skills, including the ability to prepare and deliver compelling presentations and work on complex analyses

A high Degree of self-confidence and the ability to work effectively at all levels of an organization – with fellow team members, and senior executives from Ministries of Health and partner organizations

Strong analytical, problem solving, and quantitative skills, and a commitment to improvement and creative thinking with a capacity to critically assess prior achievements and develop stronger solutions and processes

Ability to think strategically, handle ambiguity and work in a fast-paced, limited-structure, multicultural environment

Ability to learn on the job quickly

Detail-oriented with strong organization skills

Ability to manage multiple work streams simultaneously and work independently

Available for up to 50% travel

High level of proficiency in Microsoft Excel, PowerPoint and Word

Job Description 
The Area and Country Head of FCC is to manage the Area execution of the Anti-Money Laundering “AML”, Sanctions and Anti-Bribery and Corruption “ABC” programs according to Group and local standards, and has a direct management of those FCC country Area capabilities that are hubbed into a regional utility.  
Ensure that Group, Region, Area  and Country senior management and regulators are provided with assurance that AML/CFT, Sanctions and ABC risks are managed in the Area in line with the Group’s financial crime compliance frameworks and risk tolerance, and local regulatory expectations
Own the execution of the Group’s financial crime compliance frameworks for AML/CFT, Sanctions and ABC in the Area
Ensure that countries identify additional requirements for FCC beyond Group standards and that those additional requirements are implemented as additional controls in the country
Review the case for dispensation from Group standards where requested by the business
Assess risks in the Area through the implementation of a risk assessment process and ensure that an appropriate action plan is in place to address control weaknesses, or that risks are escalated for acceptance to appropriate governance forums
Provide second line oversight of controls owned in the business that are relevant to financial crime, including CDD and transaction screening
Provide investigative research, advice and decision making in relation to higher risk relationships and transactions escalated in accordance with Group processes agreed with Group policy and procedure owners for FCC, e.g. high risk clients identified through CDD process; high risk transactions escalated in line with the Group’s sanctions controls

Effective interview techniques

It is not just the jobseeker who needs to be prepared for the interview – you need to do some homework too. A recruiter will need a good understanding of what type of individual will fit into the business which including their personality, skills base, attitude and manner. Use these techniques to ensure you always have effective interviews:


o Be clear on the competencies required for the job, including your required output and key performance indicators.

o Determine characteristics and traits of the person you think will succeed in the role. Look at employees who are doing well in the same job and list what they bring to the position.

o Prepare a job description for candidates.

o Read each person’s resume and cover letter before meeting them so you know their experience. It will also give you a springboard for questions.

Go with you gut instinct

With all the tools available to assess the suitability of a candidate, your gut feeling is still an important indicator.
