JOB DESCRIPTION/RESPONSIBILITIES
Lead and operate as a part of a team of engineers and designers for setting up and maintaining PDMS 3D model for full engineering life of a project.
Assist the Project Lead Piping engineer by generating various reports to ensure the quality of design.
Act as the document custodian for producing and maintaining the 3D modelling procedure.
Ensure that the requirements are followed so that the resultant 3D PDMS model is consistent, easy to navigate and clash free.
Project specific customization of system and writing macros as per project needs and for further checking the quality of PDMS outputs.


Practical Application of Skills:
Review overall plot plan of the project & divide the plant to optimum number of construction areas in consultation.
Create PDMS model based on 3D modelling procedure with the required databases, teams and users and access rights according to PDMS Administration, Audit & control.
Perform routine checks on model and create required reports from PDMS model for Layout / Material groups.
Extract MTO from PDMS model for uploading to VPRM or any material management system used in the project.
Upload specification files generated by VPRM in PDMS & check the completeness and correctness of items uploaded in PDMS.
Setup ISODRAFT module for generating isometrics as per project & client specifications / documents & resolve and trouble shoot isometric errors.
Update model review files in NAVIS WORKS format on daily basis and copy them to project server for the use of all discipline engineers.


Technical and Commercial Leadership:
Supervise and guide the team of designers for modeling on day to day basis for project & trouble shooting. Resolves planning/budgeting problems, responsible for quality and safety for discipline activities. Responsibility for all discipline design work executed under the contract or project.
Required to be able to lead discipline designers to ensure project delivery, technical quality of work produced by the team. Provide input to project planning as part of the project team for achieving the target and completion within the budget and schedule; ensuring that all engineering work is carried out in accordance with Asset priorities and schedules.
Plan, budget and coordinate resources, contribute to the development of the plans, schedules and estimates for the individual workscopes. Assist for estimation of software and hardware requirement based on work volume.
Review and report job progress and cost reports regarding engineering activities, identification of increase or reduction in scope, raising the necessary support documents for Project Control Purposes


Communication Skills required:
Prepare and deliver appropriate presentations
Computer literate in Microsoft packages and required design software packages.
Effective communication and organizational skills.


Professionalism:
Provide a level of technical support that satisfies the appropriate Asset Safety Case and that the PFEER performance standards are not compromised by any Discipline Engineering Activities.
Must be conversant and knowledgeable with respect to current and new legislation and standards.
Ensure that all work complies with the Contract HSEQ policies and procedures as appropriate


QUALIFICATIONS AND EXPERIENCE
Candidate must be an ASIAN with Bachelor’s Degree or Its equivalent in Engineering related field.
Min of 8 years’ experience as a PDMS Administrator with sound knowledge of discipline such as Electrical, Instrument, Mechanical, Piping, Structural.

  • Management Sciences for Health (MSH) is seeking a Director, Monitoring & Evaluation for a potential HIV/AIDS program in Nigeria.


Job Descriptions



  • The Director for Monitoring and Evaluation (M&E) will oversee the design and implementation of a monitoring and evaluation system for assessing progress, and maintaining reporting procedures and guidelines in compliance with USAID systems.

  • The Director for M&E will be expected to develop a strong monitoring and evaluation plan, coordinate the collection of data and data review meetings, monitor the quality and completeness of data sets including conducting data quality assurance (DQA) field visits, and contribute to the development of the program and document project performance against established outputs and indicators.

  • S/he will also be responsible for building the capacity of the Government of Nigeria, Ministry of Health (MOH), and other stakeholders in the collection, analysis, utilization, and dissemination of data as well as ensuring that all monitoring and data collection activities are harmonized and information is shared.

  • S/he will also assist the MOH to monitor programs and assess the robustness of implementing organizations’ M&E systems.


Specific Responsibilities



  • Design and implement the Project’s M&E system, including the development of indicators, setting targets, monitoring project progress, ensuring timely data collection, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.

  • Provide technical inputs to the technical team in order to assist in developing program goals and objectives as well as M&E tools and strategies and provide monitoring data to strategically inform decisions on project implementation.

  • Support the MOH to develop a health sector M&E framework and monitor health system strengthening interventions.

Qualifications and Experience



  • Advanced degree in a relevant discipline and at least 8 years of demonstrated experience designing and implementing monitoring and evaluation activities and special studies for complex programs in developing countries is required.

  • Excellent command of monitoring and evaluation methodologies.

  • Knowledge of issues related to integrated health services and support programs.

  • Previous experience implementing and managing a rigorous M&E system including developing performance monitoring plans that track performance by funding stream.

  • Knowledge of data collection and data quality assurance (DQA) protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to inform changes in program implementation.

  • M&E experience in the health sector desired, particularly in health systems strengthening.

  • Operations research experience is desired.

  • Past experience leading and building the capacity of M&E officers, including remote and field-based staff, to meet program needs and deliverables is desired.

  • Extraordinary organizational, verbal, and written communication skills to manage project communications and disseminate project information are required.

  • Excellent skills in MS Excel, Word, PowerPoint, and DHIS2.

  • Experience with at least one statistical analysis software is desired (e.g., SPSS, STATA, SAS, R).
