ERP, Finance Implementation Lead

Job Summary:


Working under the direction of the ERP Project Manager, the Finance Implementation Lead, will be responsible for successfully driven the implementation strategies for the financial and procurement modules for the new MGIC ERP system. S/he will be responsible for developing sound efficient financial and procurement workflows that follow best practices for internal controls and mirror workflows identified in the current policies and procedures.


This person will be a central facilitator in defining functional requirements, refining our technology choices, supporting and coordinating internal and external architecture, and technical teams to ensure a smooth implementation and transition to the new ERP and will assist with training and implementation.


Responsibilities:


1. System Implementation


· Assess current financial policies and procedures and, from that, develop the ideal workflow to be used with the new ERP system.


· Ensure that workflows incorporate key financial and procurement controls as identified in policies and procedures.


· Working closely with internal and external finance and technical teams and evaluate how system changes will affect workflow, data, and reporting. Recommend changes based on their evaluations and input.


· Working with the ERP Project Manager, identify a key group of core users who will transition fund expenditure data from the old system to the new. Ensure that data to be converted is sound before transition and ensure that balances that move from the old system to the new agreement.


· Working with finance leads, determine how cash balances and other balance sheet items should be accounted for into the new system.


· Research design problems as they arise and propose solutions


· Develop and track project requirements with the implementation teams


· Develop and track project phasing and schedule with the implementation teams


· The document, communicate and manage changes that surface during design and implementation


· Monitor and manage functional, schedule, and cost risks for the project


· Communicate, in close collaboration with the ERP Project Manager, project status at scheduled meetings and serve as a central source of project information


2. Training


· Manage, in close collaboration with the ERP Project Manager, the day-to-day aspects of training and testing of the Finance and Procurement modules before launch


· Develop a training curriculum for finance and procurement staff, as well as program and other staff on the finance and procurements modules. Training materials should include user guides and job aids. Training itself should be prepared to be conducted both in-person and online.


· Identify key power uses who can be trained first and then train others.


3. Reporting and Documentation


· Working with key finance and procurement leads to identify all types of reporting that will be needed from the new system. Then, working with the ERP Project Manager, develop these reports using the ERP report writer tools, with supporting dashboards as required.


· Develop job aids so different types of users can perform reports.


· Train on report writing.


· Develop accurate documentation of the finance and procurement modules of the system


Qualifications


Education


· A bachelor’s degree in accounting plus 5 to 7 years of experience in international finance and managerial position with a US Government funded organization is required.


Experience:


· Advanced knowledge and expert understanding of USG rules and regulations related to award financial management; extensive knowledge of 2 CFR 200 is required; knowledge of the FAR is preferred.


· Demonstrated excellent, in-depth, and hands-on knowledge of accounting software and processes from the simple, QuickBooks, to the more complex such as Oracle or SAGE ERP systems. Preferably with an understanding of the complexities of multi-currency, multi-site, and multi-organizational implementations.


· Strong competency in Microsoft Office package


· Good supervisory skills and communication skills;


· Good interpersonal communication and relationship building skills


· Ability to work independently in a fast-paced and dynamic environment


· Attention to detail and a proactive, problem-solving approach is required


· Prior team management experience required


· Fluency in English and effective communication skills are required


· Ability to travel internationally 30-40% and/or ability to undertake temporary duty assignments to support country offices

    Background: The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.


    The Logistics Advisor will be responsible for coordinating commodity logistics activities in the assigned state for the GHSC-PSM project in Nigeria.


    Principal Duties and Responsibilities (Essential Functions)


    The Logistics Advisor, working through the State Logistics Management Coordinating Unit (LMCU), shall be responsible for;


    Facility Level Replenishment and Reporting:



    • Ensuring donor-procured health commodities “stock on-hand” within health facilities continuously falls within the min/max range established for each product by supporting the LMCU to:

    • Facilitate data collection at the state level

    • Facilitate data review at the state level (accuracy of facility reporting)

    • Facilitate data input into the National Logistics Management Information System (LMIS) reporting tool

    • Support assessment activities (EUV, state warehouses, storage facilities, supply chain, etc.)

    • Submit bi-monthly replenishment orders for quantities of each donor procured commodity not to exceed the allocated value of commodity made available to the State from the national supply of donor stock,

    • Submit emergency orders if/when donor-procured stock levels fall below min/max values in between bi-monthly distributions

    • Support replenishment trend analysis and consumption data pattern analysis to help supervise and identify future distribution requirements.


    Facility Level Receiving:



    • Share the distribution plan with identified Stakeholders within the state

    • In conjunction with the W&D Advisor, will develop schedule to monitor distribution services of the 3PLs making deliveries of donor funded commodities (appropriate trucks, delivery times, etc.)

    • Coordinate with SDP IPs and other stakeholders to ensure that facilities have the appropriate staff with signature authority are present during delivery windows, that facilities conduct a comprehensive review the quantities of each product delivered against the proof of delivery, that facilities inspect the quality of the products being delivered, and facilities carefully noting any discrepancies on the proof of delivery document prior to accepting the delivery.

    • Receive copies of the PODs from distribution 3PL and share with LMCU.

    • Escalate any discrepancies in quantity of products delivered or quality challenges

    • Oversee the review of PODs to detect any issues and address/escalate accordingly.

    • Provide feedback to the regional and central W&D team on delivery issues


    Facility Level Storage:



    • Coordinate with SDP/ IPs and other stakeholders to ensure that donor-procured commodities within health facilities are stored and managed in keeping with World Health Organization (WHO) guidelines, and good inventory control best practices.


    State Central Medical Store:



    • Support the state to strengthen storage practices at the central medical store, applying best practices and improving the state systems.

    • Support routine LLIN distribution in Malaria supported states


    Coordination and Governance:



    • Support state monthly PSM TWG meetings, providing technical inputs and information regarding supply chain activities of program areas supported by GHSC-PSM.

    • Support the conduct of biannual ART focal person meeting.

    • Support State Health Partners’ Meeting

    • Support the state programs in their annual workplan development and periodic review.

    • Facilitate periodic visits to the health facilities, by the GHSC-PSM M&E team, to monitor implementation of supply chain activities that supports service delivery, and report results to the Senior Manager, Region x.

    • Provide state level reports to the Senior Manager, Region x on stock status of health products within health facilities in the state and warehouses that have stock allocated to their state


    System Strengthening and Collaboration with other Donors:



    • Work with other USAID supported IPs to coordinate program activities and promote synergy among partners.

    • Work with stakeholders to conduct Joint monitoring and supportive visits.

    • Work with stakeholders to conduct capacity building activities suited to address identified gaps

    • Conduct joint routine review of data quality issues with all relevant stakeholders and develop appropriate strategies to address issues identified.

    • Ensure availability of commodities for all partner programs where it falls within GHSC-PSM mandate


    Report of commodity loss:



    • Immediately report donor and state-procured commodity loss at the health facilities or during distribution to the Regional Manager. The losses will include, expiries, theft, discrepancies inventory, commodity damage during handling, damage in product quality etc. while in custody of the state officials at the warehouses and/or health facilities.

    • Facilitate the collection of a police report on the incident to ascertain the root cause and preventive action


    Project related



    • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.

    • Support achievement of the overall project goals as required to ensure project performance.

    • Perform other tasks as directed by the Senior Manager, Region x

    • Job Qualifications

    • Bachelor’s Degree in pharmacy, Public Health, Medical Laboratory Sciences, Logistics management or other related Sciences.

    • Specific experience in supply chain and programming related to HIV/AIDS, TB, FP, MNCH or Malaria strongly desired.

    COUNTRY PROFILE


    In North East Nigeria (NEN), the ongoing crisis continues to have a profound impact on the population, leading to displacement both within and out of the region and high rates of unmet needs among internally displaced persons. The conflict additionally exacerbates prior unmet needs among non-displaced and host communities. While the primary driver of the conflict remains violent conflict, including ISWAP (Islamic State West Africa


    Province), JAS (Jama’atu Ahlis Sunna Lidda’awati wal-Jihad) and associated armed opposition groups (AOGs), other underlying factors, such as climate change, poverty, and disease outbreaks, exacerbate need and further complicate aid delivery.


    Against the backdrop of this protracted crisis, UNOCHA estimates 7.1 million people in Borno, Adamawa, and Yobe states are in need of humanitarian assistance.


    Major incidents at the end of 2018 and beginning of 2019, led to mass displacements and severely affected the provision of humanitarian assistance in the region.


    According to the IOM Displacement Tracking Matrix, more than 1.9 million people were displaced with an estimated 80% being women and children. Currently, Maiduguri, the capital of Borno State, hosts the largest proportion of IDPs (over 1.4 million).


    The sudden influx of arrivals added strain to the existing infrastructure of the humanitarian community, resulting in high rates of unmet needs, overcrowding in camps, and exposure to protection risks for vulnerable groups. The congestion status of the camps has resulted in over 60% of IDPs residing outside of camps within host communities, further complicating service delivery. The intensity of needs within Maiduguri and the instability of the security situation in more remote regions has resulted in increased focus on populations in accessible areas; however, populations in the less accessible areas are presumed to have even greater needs.


    These hard-to-reach areas are estimated to contain over 830,000 persons.Very little is known about the specific conditions and needs of the populations living in these areas, but they are presumed to have little mobility, limited essential services, and little or no access to humanitarian aid. The same threats that severely limit the ability of humanitarian actors to conduct thorough assessments also immediately affect the population living in the region. A pilot assessment of these populations in Borno state found that no humanitarian assistance was received in the past six months in 88 to 100% of assessed settlements.


    As such, the needs for evidenced-based Humanitarian Aid and information on populations in both accessible and inaccessible areas is paramount to a coordinated response. REACH has been present in Nigeria since 2017, providing a growing evidence base for humanitarian response planning through sectoral, multi-sectoral and area-based assessments as well as information management services. In 2019, REACH is looking to continue to provide the humanitarian community with relevant and reliable information to strengthen strategic programming and needs-based targeting in Northeast Nigeria.


    FUNCTIONS


    The REACH Research Manager will fulfill the following functions:


    1. Management of all Research Cycles


    1.1 Assessment Preparation and Planning:



    • Ensuring that all assessments are planned in line with relevant project and program objectives and with REACH research cycle and other relevant guidelines;

    • Ensure that required secondary data analysis has been conducted in preparation of an assessment;

    • For each assessment, review ToRs before they are sent to Geneva for validation and ensure that TORs are validated by HQ before any data collection begins;

    • Ensure that ToRs are understood and used by assessment staff and stakeholders, and updated as required; Compose and construct, in close coordination with GIS and data management team, qualitative and quantitative data collection tools; ensure engagement with GIS teams on GIS requirements of research cycle/assessment;

    • Keep track of progress and delays of all assigned assessment throughout the research cycle. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner;

    • Ensure relevant stakeholders and partners are engaged in assessment design and planning.


    1.2 Data collection and management



    • Ensure that required enumerators are identified and trained for primary data collection;

    • Monitor data collection, ensuring its correct implementation in line with agreed TORs;

    • Ensure that Country Coordinator is alerted to any issues that prevents full implementation of the methodology in line with the agreed TORs; ensure that all changes to the methodology are documented throughout implementation;

    • Ensure logistics, financial, administration, security and HR processes directly related to REACH have been appropriately implemented and with the relevant ACTED departments;

    • Ensure regular situation updates on data collection have been produced and circulated to relevant REACH, ACTED and external counterparts. Provide support and follow up on identified challenges during the data collection process;

    • Ensure that all collected data is stored in line with IMPACT’s Data Management Guidelines, and with the ToRs (data management plan Annex);

    • Ensure that data is revised and cleaned, and that all revisions are recorded;

    • Oversee analysis on collected data as per ToRs;

    • Ensure that meaningful techniques are used to analyze the data collected;

    • Ensure that data and its analysis are validated by IMPACT HQ before product drafting stage;

    • Ensure that data and its analysis do not contain personal information and are validated by IMPACT HQ before sharing to external parties.


    1.3 Product drafting



    • Maintain regular communication with IMPACT HQ on progress and deadlines for written products;

    • Ensure the drafting of timely and accurate assessment outputs (i.e. reports, factsheets, etc.), which comply with IMPACT’s guidelines and quality standards;

    • Review all products before they are sent to IMPACT HQ for validation;

    • Ensure that all written products are validated by IMPACT HQ before external release.


    1.4 Product dissemination and evaluation



    • Under the direction of the Country Coordinator, engage in the dissemination of research products, including through articles, IMPACT social media contents, targeted e-mails, presentations, meetings, etc, in line with IMPACT Dissemination and External Communication Guidelines and Research ToRs;

    • Under supervision of IMPACT HQ, ensure that research products are uploaded in relevant data portals, as specified in Research ToRs;

    • Ensure that lessons learned are gathered and documented at the end of each research cycle;

    • Support the Country Coordinator to conduct monitoring and evaluation as specified in the research ToRs and in line with IMPACT Guidelines.


    2. Management of Assessment Team



    • Conduct regular meeting with all international and senior national Assessment Team members to assess progress in all research cycles and to review work plan;

    • Bilateral management of international and senior national assessment team members, including (in consultation with Country Coordinator) the conduct of appraisals, as well as participation in staff career management;

    • In coordination with Country Coordinator, conduct induction for new staff members, including training in basic technical competencies for assessment design, implementation and analysis;

    • Support to the Country Coordinator in the development and implementation of capacity training plans for REACH assessment and field team member;

    • Be available to provide regular support and technical backstopping;

    • When relevant, support/ lead staff appraisal and recruitment process in collaboration with Country Coordinator.


    3. External relations



    • In coordination with the Country Coordinator, ensure that relevant partners are consulted and involved at all stages of research cycle: the preparation of the assessment; data collection; data analysis; review of research products; product dissemination; and lessons learnt; ensure that partner engagement is documented;

    • In coordination with the Country Coordinator, present research findings to relevant third parties, to enhance their use and impact;

    • Ensure that external communications with partners and key stakeholders, including relevant UN agencies, local and national government, and NGOs has been conducted and documented as appropriate;

    • In coordination with the Country Coordinator, represent REACH/IMPACT in technical external engagements related to assessments;

    • Support the IMPACT Country Coordinator in external engagement in relation to REACH/IMPACT strategy or (when requested and with focal point) to fundraising and grants management.


    4. Strategy Development and Implementation.


    In support to the Country Coordinator, the Research Manager will actively contribute to the development of the REACH strategy in Nigeria. In particular s/he will support in identifying and formalising:

    Job Description



    • The Vice-Chancellor is the Chief Executive, Academic and Financial Officer of the University.

    • He is the Chairman of Senate and other statutory bodies.

    • Have good grasp of information and communication technology skills and appreciate its significance in the contemporary knowledge industry;
