Context



  • The North Eastern part of Nigeria has witnessed an increase in violence since the beginning of 2015, causing a major humanitarian crisis. More than 1.9 million individuals are currently displaced as a consequence of the intensified attacks by the insurgents, as well as the counter-insurgency activities of the Nigerian Government, with the highest number of displacements taking place in Borno, Yobe, and Adamawa States.

  • Many of those are living in substandard shelters in displacement sites and are in dire need for support. Many of the displaced households have left their home in hurry leaving behind most of their belongings, thus the need for the distribution of basic Non-Food Items (NFI).In light of the ongoing crisis, IOM’s response in Nigeria is expanding with changing needs. It is therefore crucial to recruit an experienced programme manager for shelter and NFI, whose role will be to plan, coordinate and ensure the efficient delivery of shelter and NFI solutions to the affected population.

  • Working under the overall supervision of Chief of Mission and the direct supervision of the Head of Sub Office, the successful candidate will be responsible for the management and coordination of IOM’s Shelter and NFI Programmes in North-East Nigeria.


Core Functions / Responsibilities



  • Design, develop and update IOM’s shelter and NFI strategies in North-East Nigeria in close coordination with the Shelter / NFI and Camp Coordination and Camp Management (CCCM) Sector working group, relevant Government counterparts, beneficiary communities and other relevant humanitarian stakeholders.

  • Plan, develop, and supervise all Shelter and NFI activities in NE Nigeria in collaboration with relevant IOM units, the emergency coordinator, head of sub offices and field staff, to ensure efficient and timely implementation of these projects, in accordance with IOM and sector working group standards and guidelines.

  • Supervise the administrative, financial, and other related activities of the Programme, including:

  • Monitoring the financial management for the Programme and supervising the preparation of financial reports; a) Maintaining appropriate internal controls and development and implementation of relevant control systems; b) Coordinating administrative, logistical, and human resources policies and practices within the section; c) Exercising oversight on financial expenditure and accountability.

  • Ensure proper documentation of the shelter and NFI programmes, including all supportive documents for the projects (assessment, beneficiary registration, payment records, etc.) are recorded in the beneficiary database.

  • In coordination with the Chief of Mission, the Emergency coordinator and other relevant colleagues in the mission, develop resource mobilization strategy for the shelter and NFI programme and engage with donors and private sector for this purpose and provide input for the development of new programming as required.

  • Responsible for programme reporting and provide regular input to the reporting unit for donor updates, donor reports, newsletters, etc. as needed.

  • Recruit, train and supervise programme staff throughout the different phases of the programme cycle.

  • Coach, support and oversee the performance of the field office staff assigned to the shelter and NFI programme.

  • Undertake duty travel as required, for project site review and other duties of concern to the project.

  • Ensure the integration of cross-cutting issues such as gender, age, prevention of sexual exploitation and abuse (PSEA), GBV (gender based violence) risk mitigation, HLP (housing, land and property issues), accountability to affected population (AAP), Communication With Communities (CwC), etc. A are considered in the IOM shelter and settlement response, as well as NFI programming.

  • Provide technical support to the Shelter / NFI and CCCM sector working group when needed, in coordination with the IOM Emergency coordinator, the Sector coordinators and other relevant sector partners in Nigeria, including but not limited to developing standards / guidelines, and involvement with the Shelter technical working Group and the NFI Technical Working Group.

  • Represent IOM at relevant inter-agency platforms and ensure appropriate coordination with all humanitarian partners (including UN agencies, national and international NGOs, the Red Cross / Red Crescent Movement, IOM and other international organizations), as well as with national authorities and local structures.

  • Perform such other duties as may be assigned.


Required Qualifications and Experience
Education:



  • Master’s degree in Development, Civil Engineering, Architecture, Urban Planning, Social Sciences, or a related field from an accredited academic institution with five years of relevant professional experience; or

  • University degree in the above fields with seven years of relevant professional experience.


Experience:



  • Operational and extensive field experience in programme development, implementation and evaluation;

  • Experience with international organizations, in development, implementation and evaluation, and / or project implementation and management;

  • Combination of training and in field of operations and logistics preferably in natural disaster or post conflict situations;

  • Previous experience preferably within the International Humanitarian Field and within the organizations of the UN Common System;

  • Field experience are a distinct advantage;

  • Broad sector knowledge and / or field experience in the areas of re-construction and community mobilization;

  • Familiarity with the region an asset;

  • Willingness to travel extensively to the field.

  • Experience in post-conflict / emergency zones and in working in a high-risk environment, project management and administrative and financial management (previous experience with IOM Shelter / NFI Programme an advantage);

  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions;


Skills:



  • Good knowledge of inter-agency and cluster processes.

  • Knowledge of humanitarian shelter and NFI programming;

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;

  • Knowledge of UN and bilateral donor programming;

  • Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding.

  • Knowledge of MS Office suite (word, excel, PowerPoint, outlook, etc) ;

  • Knowledge of design and drafting software a distinct advantage (AutoCAD, In Design, etc) ;

  • Knowledge of the Humanitarian and Development Nexus;



  • IOM’s official languages are English, French, and Spanish.

  • For this position, fluency in English is required (oral and written). Working knowledge of French and Spanish is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and / or oral assessments.

Première Urgence Internationale (PUI) is a Humanitarian, non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by addressing their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads on average 200 projects per year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 6 million people in more than 22 countries – in Africa, Asia, Middle East, and Europe.


Following the intensification of the Chad Lake conflict in Nigeria (North East of the Country), PUI opened its Nigerian mission in 2016. PUI is also assisting the Nigerian refugees in Cameroon.

Humanitarian situation and needs :


With the largest population in Africa (between 178 and 200 million inhabitants), Nigeria is ranked as one of the strongest economy of the continent relying on oil and petroleum products as well as mineral resources (gold, iron, diamonds, copper etc…). Despite a strong economy, Nigeria suffers from important development disparities between North and South provinces of the country, social and economic inequalities, and from a high rate of corruption at every level of the economic and administrative systems. Moreover, Nigeria is a very diverse country, hosting multiple ethnic groups and religion.


The on-going conflict in the North-East States of the country (states of Borno, Adamawa and Yobe) and widespread violence triggered a large scale humanitarian crisis. This context is exacerbated by the extreme violence from armed-opposition groups ISWAP (Islamic State’s West Africa Province) and JAS (Jama’atu Ahlis Sunna Lidda’awati wal-Jihad) targeting civilian populations in NE Nigeria. In October 2019, there were 2 019 000 internally displaced persons (IDPs) in the country according to the UNHCR and 7.1 million people were considered to be in a humanitarian emergency situation. Three years of conflict have seriously deteriorated living conditions in Borno, Adamawa and Yobe States and have depressed agricultural production, exacerbating populations’ critical needs for life-saving assistance.


The conflict in the North-East


In 2001, the group called Boko Haram initiated social action and education activities in response to a corrupt state that leaves out a large part of the population. Over the years, the group began to carry out violent actions and to start a real armed rebellion against the government of Nigeria. In 2015, the Nigerian army received military support from neighboring countries (Cameroon, Niger, Benin and Chad) and a Western military coalition (United States, France, United Kingdom) to support their actions against armed-opposition groups in NE Nigeria. In August 2016, a schism was observed between JAS (Jama’atu Ahlis Sunna Lidda’Awati Wal-Jihad – the historical branch) led by the historical member of the group: Abubakar Shekau and ISWAP, the current Caliphate province in West Africa led by Al Barnawi, appointed by Al Baghdadi of Raqqa. Since then, the State of Borno has been under the influence of these two armed groups and civilian populations subject to extreme violence and the devastating consequences of the conflict.


Since 2015, the Government of Nigeria (GoN) and his allies in the Multinational Joint Task Force (MJTF) have retaken control of some of the AOGs’ controlled aread, starting with Maiduguri MMC and others towns, but the conflict continues, reducing humanitarian actors’ access to civilians. This large-scale violence in north-eastern Nigeria and on its borders is causing massive internal displacement, particularly in Borno State, and has resulted in one of the world’s largest protection crises, in which civilians face serious risks to their lives, safety, well-being and human rights.


Our action in the field :


For the year 2020 our operational strategy is based on the following objectives :



  • Increase basic humanitarian assistance coverage to those in need within Borno State

  • Contribute to developing a deeper understanding of the humanitarian needs within communities

  • Food and nutrition insecurity is reduced for crisis-effected populations

  • Self-reliance is strengthened within accessible and safe regions

  • The overall protection environment of targeted communities is enhanced

  • Vulnerable and conflict-affected individuals with specific protection needs and risks can access specialized protection services

  • Contribute to the reduction of morbidity and mortality especially for women, children


And the main programmatic objectives of the mission for 2020 can be synthetized as follows:



  • Continue and further develop the response to urgent needs of IDPs and Host Communities living in Maiduguri City through Food Security, Health, Nutrition and Protection activities.

  • Further develop the integrated multi-sector response in Maiduguri City with the widening of the sectoral scope of PUI intervention by adding Protection, MHPSS, WASH… to the response portfolio (either directly or through coordinated approach with external actors)

  • Develop the support to vulnerable populations in Monguno, through the continuity of Health, Nutrition and Protection projects

As part of our activities in Nigeria, we are looking for a Base Logistic Manager in Maiduguri.


Overall Objective


The Base Logistic Manager is responsible to manage the logistics department in Maiduguri under the direct supervision of the Field Coordinator and with the technical support of the Logistics Coordinator, in order to support the implementation of the programs activities on a timely and good quality basis, and in compliance with PUI procedures and donors’ guidelines.


Tasks and Responsibilities:



  • Team Management: He / She oversees the recruitment, training, organization and management of logistics teams (PUI employees and potential daily workers), giving direct supervision to the national team and building capacities of the staff

  • Base logistical support: He/She oversees all the necessary logistical operations to ensure the proper opening and the proper functionning of the base, and ensures the roll out of standard internal logistic procedures.

  • Assets and premises: He/She ensures the good management of all the equipment’s, including fleet and premises at base level in compliance with PUI procedures and donors’ guidelines

  • Safety & Security : He/She assists the Field Coordinator with safety & security management. He/She is directly responsible of the daily, concrete aspects of the base’s safety management.

  • Coordination, reporting and dissemination of information : He /She coordinates with the different department (program and admin) and ensures all the reporting and information is compiled and disseminated among concerned services.

  • Capacity building: Coach relevant deputy logistics manager and logistic staffs. Facilitate the development of a high quality of logistics staff, which fully addresses the roll out and consolidation into their daily work.

    Position


    Options Consultancy seeks a Senior Sustainability & Impact Advisor who will provide technical advice, oversight and guidance to Evidence for Action (E4A) colleagues and accountability coalitions, towards ensuring the sustainability of the programme’s interventions.


    As Senior Advisor Sustainability & Impact Advisor you will be expected to provide technical support to Options’ programmes, through remote and in-country support.


    The role responsibilities will mainly be on the Evidence for Action-MamaYe (E4A) programme which brings together groups (including government, civil society, health practitioners and media) to use existing information and resources to: (I) Identify the reasons for maternal mortality (II) Agree on how available resources can be used most effectively to address these reasons. (II) Advocate for the changes needed.


    As a result, government and health practitioners are better able to respond appropriately to the issues causing unnecessary deaths and injuries. This enables women and children to have better access to improved quality health services, and more women having safe births.


    The project is led by African experts in Kenya and Nigeria. In Senegal the project focuses on strengthening civil society coalitions working on health budget advocacy and accountability for health commitments made by governments.


    Requirements


    To succeed in this role, you will have:



    • Relevant qualifications in the area for public health, health communication, M&E, advocacy or other related comparable experiences.

    • Experience of supporting development projects in Nigeria in their technical area of expertise for at least 6 years

    • Demonstrable experience conducting relevant technical work in similar organisations

    • Experience in implementing training, mentoring and other capacity building approaches to civil society and government.

    Reporting to the Managing Director, you will run the shop successfully. Working on the shop floor, you will be in constant contact with the customers and staff. Your primary purpose is to ensure the shop’s operations run smoothly.     Summary






    • The KYC (Know-Your-Customer) compliance Officer is responsible for opening, amending, reviewing and exiting customers according to established policies and procedures

    • The ideal candidate should also be of high ethical standard, analytical and work diligently to complete their duties keeping in mind the objectives of the business.


    Primary Responsibilities



    • Perform due diligence on new customers by reviewing and verifying their KYC documentation and making an analytical risk assessment based on information provided;

    • Appropriately place customers on the right KYC level according to information provided.

    • Periodically evaluate existing customers according to established policies and procedures;

    • Maintain continuous contact with customers in order to keep customer file and KYC records updated.

    • Process and amend customer KYC records;

    • Communicate effectively and efficiently with relevant internal and external parties to obtain KYC documents;

    • Perform further investigation on identified suspicious customers and report to the AML compliance officer;

    • Responsible for a good understanding of due diligence regulations, and internal policies and procedures;

    • Periodically review KYC records for completeness and validity that the files and risk assessments are current and up to date; ensuring that due diligence standards are complied with;

    • Ensure compliance with all Anti Money Laundering (AML) laws, regulations, guidelines, written procedures; OFAC, CIP, KYC, customer / transaction monitoring.

    • Investigate high risk clients and report where necessary, including politically exposed persons, and obtaining all necessary documentation to complete their record;

    • Other specific projects or task which may rise from time to time.


    Knowledge and Skill Requirements



    • B.Sc / B.A or equivalent Degree.

    • Must have completed NYSC

    • Show Strong research and analytical skills
