ACCOUNTS CLERKS – MISSION AND TRAVEL, FFCO.2


OBJECTIVES

The primary role of the Administrative Expenses Division (FFCO.2) is to provide efficient transaction processing services with respect to the capital and administrative expenses of the Bank and of all bilateral funds. Under the auspice of the Financial Control Department (FFCO), The Division FFCO2 not only ensures that expenses incurred are in accordance with Bank policies, but also actively seeks opportunities for savings for the Bank’s in the management of expenses. This position is to ensure prompt processing of Per Diem and advance relating to official missions and travels. Follow-up, verify and analyze and calculate reimbursement claims of staffs members and elected officers.


DUTIES AND RESPONSIBILITIES


Under the supervision of the Division Manager, FFCO.2, the incumbent will perform the following functions:


Payment of Per Diems and advances

Receive Trips created by the department for Missions and Travels of their staff.

Ensure that information contained in the trips is complete and process Per Diems for payment in the currency requested.

Resolve issues in collaboration with relevant departments for example, SAP Competence Centre.

Generate accounting entries, by preparing the disbursement vouchers, for the payment of per Diems and missions advances.

Ensure that payment proposals are generated for Per Diems and advances are processed.

Following submission of payment proposal, follow up with Treasury to ensure that Per Diems and mission advances are promptly paid to clients.

Processing of reimbursement Claims


Follow up on claims that staff and Elected Officers’ have not submitted following travel missions.

Receive claims for reimbursement of mission expenses and ensure that they are processed and approved.

Verify hotel bills, receipts, etc. submitted by clients as justification for reimbursement of travel mission expenses.

Prepare accounting entries for returned traveler’s cheques and other refunds to the Bank.

Ensure reimbursement mission claims to staff and deduction from staff accounts where relevant following processing.

General duties


Prepare necessary accounting entries to regularize account balances.

Perform any other work related assignments delegated.


SELECTION CRITERIA

Including desirable skills, knowledge and experience

A minimum of Bachelor’s degree in Accountancy, Management or equivalent relevant qualification.

A Minimum of four (4) years of relevant work experience gained in a similar position.

Work experience gained in a similar Financial Multilateral Institution or other institution.

Strong customer skills, ability to multitask, and attention to detail.

Strong verbal and written communication skills in English and/or French.  Working knowledge of the second language will be an advantage.

Competence in the use of Bank standard software (Word, Excel, Access and PowerPoint).

Knowledge and proficiency in the utilization of SAP ERP system.

PRINCIPAL TRANSLATOR – REVISER, SGLS.1


OBJECTIVES

The primary role of the Language Services Department (SGLS) is to ensure, as required by the Bank’s Agreement, the accessibility in the two working languages of the Bank (English and French, and on occasion Arabic and Portuguese) during key meetings organized by the Bank and for all documents submitted to Senior Management and governing bodies of the Bank, with a view to efficient decision-making aimed at the achievement of the Bank’s mission. To this end, high priority will be accorded to ensuring an accurate and effective flow of communication within the Bank, and also between the Bank, its shareholders, development partners and the public at large, through the translation, interpretation and terminological services provided by the Department.


The specific objective of the English Translation Division (SGLS.1) is to ensure quality translation of all Bank documents into English, as well as the editing in English of key documents such as the Bank Group Annual Report.


DUTIES AND RESPONSIBILITIES


Under the supervision of the Division Manager, SGLS.1, the incumbent:


Translates into English to French, without revision;

Revises translations of complex, technical and sensitive documents covering the full range of the Bank’s work, namely: reports of an economic and financial nature, statements from Senior Management, audit reports, planning and programming documents, project appraisal reports, legal documents, etc.;

Must aim at a high standard of accuracy, faithfulness to the spirit, style and nuances of the original;

Observes established terminology and usage and ensures consistency among individual translators working on the same document;

Advises on language matters and proposes improvements to the translation process;

Coaches, counsels, and assists less experienced translators and helps to develop the Department’s terminology base;

Participates in working groups on various issues related to the business of the Bank in general, and that of the Division in particular;

Perform other duties as may be assigned by the Supervisor.


SELECTION CRITERIA

Including desirable skills, knowledge and experience

Possess a master’s degree in translation or other relevant related fields. Additional qualifications in any other discipline relevant to the business of the African Development Bank Group would be an added advantage;

Have at least 6 years of practical experience in professional translation, at least 3 of which (for external candidates) should have been spent working in or with an international organization (preferably in multilateral development banks);

Have extensive general knowledge and be able to quickly adapt to a complex multicultural environment;

Possess excellent writing skills and a sound mastery of various language standards;

Be able to quickly blend into, and maintain a smooth working relationship with a multilingual team;

Be able to work efficiently under stress;

Have a sound knowledge of, and be able to use, modern Computer-Assisted Translation tools (Trados, Multitrans, etc.);

ROLE SUMMARY/PURPOSE: 

The EPC Systems Interface Engineer is responsible for the identification, management and closure of all external and internal interfaces during the Execution Phase of an Engineering/Procurement/Construction (EPC) Subsea Project. Reporting to the Project Engineering Manager, the EPC Systems Interface Engineer represents the EPC Systems Engineering team for all Interface related matters.


ESSENTIAL RESPONSIBILITIES:   

– Develop and communicate the project specific Interface Management Plan

– Work closely with the project team, product engineers, vendors, 3rd parties and client, to ensure that all project interfaces are identified and classified

– Ensure all Project Interfaces are established using Interface Records and Interface datasheets

– Populate the Interface Register and maintain status of all Interfaces through to closure

– Identify critical interfaces and ensure integration into the Project Master Schedule

– Produce regular reports showing progress of interface closure against plan, and highlighting critical interface issues

– Identify Interface issues early and report problems which could have commercial, schedule or contractual impact on the project

– Organise regular Interface Management Review meetings to maintain focus, identify problem areas and incentivise earliest resolution of interfaces

– Encourage and facilitate continuous collaboration, and flow of information, between all internal and external parties to ensure all interfaces are understood, addressed and closed as early as possible

– Identify interface ‘sticking points’ between the various parties and take steps necessary to avoid procrastination or deadlock. Escalate to the PEM and PD all issues which cannot be resolved locally

– Perform periodic audit of the Interface Management process to confirm correct reporting and archiving of Interface Management data

– Perform Risk Analysis of the Interface Register and produce mitigation plan

– Perform regular Change Management reviews of the Interface Register to identify any increase or decrease of contractual scope

– Analyse and report the cost of poor Interface Management to the project

– Produce an Interface Management Close-out Report analysing the performance against plan, identifying outstanding actions, and recording all Lessons Learned and Best Practices
