    The Job

    Kaduna State Government Kashim Ibrahim Fellowship(KIF) 2020 for Graduate Nigerians


    Kashim Ibrahim Fellowship (KIF) is a one-year non-partisan leadership training programme for young Nigerians between the age of 25-35 years. The one-year Fellowship aims to create a network of high potential young Nigerians who are expected to rise to top leadership positions in the public sector and other spheres of activity over the next decade. Established in 2018, KIF is an initiative of the Kaduna State Government (KDSG). The Fellowship is named after Sir Kashim Ibrahim, the first post-independence Governor of the Northern Region (1962-1966) who was known for his passion for education and selfless leadership which he demonstrated not only as Governor, but also as a Minister at various times.


    OBJECTIVE


    The Fellowship’s objective is to develop and nurture leadership ability across Nigeria, with specific focus on the promising leaders of the future. It is our belief that this one-year programme would help establish a strong understanding of good governance in Fellows in addition to providing a structure that would help steer them towards active participation in and a commitment to public service and informed leadership in Nigeria.


    SELECTION PROCESS



    Application for Kashim Ibrahim Fellowship is FREE and open to all Nigerians between the age of 25-35 years. It is strictly an online process and selection of Fellows is based entirely on merit.



    1. Applications submitted on the portal before the stated deadline are automatically filtered for plagiarism and grammar. Those who attain the minimum score required (cut-off score) and beyond, make it to the second round of assessments.

    2. In the second round, each application undergoes a preliminary strength of argument and further use of English assessment by independent editors and successful applications move to the third round of assessments.

    3. In this third level, each application is reviewed by two members of the Steering Committee. They are scored based on use of English, persuasiveness of argument, demonstration of leadership/public service qualities and strength of curriculum vitae (CV) and letters of recommendation. Applicants who meet the cut-off score and beyond are contacted and asked to make video submissions of themselves responding to questions asked.

    4. In stage four, the videos are reviewed by the Steering Committee with the best of them being selected for the consideration of the Governing Board.

    5. The Governing Board then does the final selection of the required number of Fellows who would form the next cohort of the Kashim Ibrahim Fellowship.

    6. The successful applicants are contacted by the KIF Secretariat and announced by the Governor at an unveiling ceremony.

    Position Description


    EnCompass LLC is seeking Country Director candidates for an upcoming five-year United States Agency for International Development (USAID) Health Workforce Management activity in Nigeria. The purpose of this five-year task order is to support the establishment of a cost‐effective, well-trained and motivated health workforce, particularly in targeted rural and remote areas of Bauchi, Sokoto, Kebbi, Ebonyi States and the Federal Capital Territory (FCT).


    We are looking for someone who can facilitate learning and build relationships, with high political acumen and strong conflict prevent and management skills. S/he must be an inclusive leader, who can navigate change with flexibility and emotional resilience. The ideal candidate will have demonstrated experience focusing on results and impact, with strong strategic vision and an understanding of systems approaches to programming. S/he will understand how to foster a culture of continuous improvement and learning and will maintain high self-awareness and personal improvement skills.


    The position is full-time and based in Abuja with travel to Bauchi, Sokoto, Kebbi, and Ebonyi States and the Federal Capital Territory.


    Position Duties and Responsibilities


    The Country Director will be the primary point of contact with USAID staff for the contract.


    Essential functions include:



    • Serve as the primary representative for contract related issues, concerns, and problems

    • Provide overall leadership, strategic guidance, vision, and management to staff for successful implementation

    • Work closely with and supervise project staff and ensure the strategic and functional integration of all technical areas as well as strong collaboration with donors, other implementers, and local counterparts

    • Meet contractual obligations, produce deliverables and targets, and achieve project results as specified by USAID/Nigeria

    • Oversee project planning, provide technical direction and support, and ensure implementation, with a focus on results, and financial accountability for all project activities

    • Communicate/work with FMOH, NPHCDA, and key stakeholders at the national level

    • Forge and substantiate strategic alliances with national agencies and organizations to establish USAID’s leadership role among key national human resources for health and health systems strengthening partners, including proactively seeking opportunities to liaise with major national public and private sector efforts and projects

    • Ensure that all activities are undertaken in full compliance with EnCompass’ standard operating procedures, USAID policies and regulations, and local policies and laws

    • Other duties as assigned


    Position Requirements


    Qualifications



    • Post-graduate degree or higher in Public Health, International/Global Health, Social Sciences, Management or a related discipline

    • Minimum of ten (10) years of progressively increasing responsibility managing health contracts of similar nature, size and complexity, preferably for USAID or other donors in Nigeria

    • Former supervisory experience is required


    Experience and Skills



    • Prior experience as a country director, or chief of party leading complex USAID-funded health projects, as well as managing sizeable USG-funded contracts and budgets strongly preferred

    • Direct relevant experience in managing HSS programs in the areas of HRH, health policy and administration, and health systems assessment

    • Professional experience interacting with other donors, implementing partners, private sector, and host country government

    • Possess excellent organizational, analytical, oral and written communications skills in English; demonstrated supervisory skills; and ability to work well on a team

    • Familiarity with USAID/Nigeria Mission preferred

    • Experience with developing and implementing access related strategic objectives

    • Complete and approve required paperwork to support radiographic inspection and customer requirements

    • Establish and implement radiographic techniques on castings and weldments in accordance with client’s specifications

    • Complete required paperwork to support radiographic inspection.

    • Assist with guidance and training of Radiographer Level I and Trainees


    Skills & Qualifications

    A qualified candidate will have the following qualifications:



    • Engineering / Physics / Chemistry background.

    • Previous or current SNT-TC-1A Level II certification and IRRSP certification required.

    • Must be able to provide previous exposure records upon request.

    • Ability to read and understand specifications (i.e. ASME, ISO etc.) and develop compliant radiographic techniques and document accordingly.

    • Minimum 3 years experience as a Radiographer Level II required.

    • Previous experience interpreting radiographs for compliance to applicable acceptance criteria and documenting of exams is preferred.

    • Computer skills including knowledge of Microsoft Word and Excel.

    • Strong math skills including basic algebra

    • Knowledge of ASME Code and other specifications required.

    • Excellent written (including email) and oral communication skills

    • Self-motivated and able to work independently

    • Ability to work in a team environment.
