Sightsavers are excited to be recruiting a Finance Assistant who will support the finance administration and management for Kogi Ministry of Health (MoH). The Finance Assistant will work with implementing partners and the Compliance and Risk Manager to ensure financial principles of the contract are complied with, support with financial functions of the Kogi MoH programmes, and will plan and support the delivery of supplies and the application of an efficient commodity and logistics system for the programmes in accordance with donor requirements.


As the Finance Assistant you will ensure financial control and conformity to the polices and procedures on Financial Management & Controls, Financial Planning, Budgeting, Forecasting, Monitoring and Audits, and ensure compliance to local regulations and governance requirements.


Other duties of the Finance Assistant will include implementing and maintaining vehicle/fleet logistics and movement protocols, tracking, monitoring and inventory analysis of the programmes and supplies employing the use of monitoring tools, supporting and strengthening financial management, accountability and capacities of partners in accordance with the principles of the contract and developing and providing grant management support.


As the successful candidate you will have a degree (or equivalent) in a relevant field (Accounting or similar), have a good level of working experience in a similar role (ideally within an IGNO environment), possess Project Financial management skills, have the ability to understand and work with project budgets, forecast and reports, and have a background of financial management of Donor Funds. Fluency in English is required for this role.

The Complex



  • The President, plans, supervises and manages the business of the Bank Group. The President supervises several Departments and Units including Office of the President (PRST0); Independent Development Evaluation Department (BDEV); Office of Integrity and Anti-Corruption (PIAC); Compliance Review and Mediation Unit (BCRM); Secretariat to the Sanctions Appeals Board (BSAB); Administrative Tribunal (BATR); Office of the Auditor General (PAGL); Group Risk Management Directorate (PGRM); General Counsel and Legal Services Department (PGCL); Communication and External Relations Department (PCER); Staff Integrity and Ethics Office (PETH) and Office of the Secretary General & General Secretariat(PSEG).


The Hiring Department:



  • The Office of Integrity and Anti-Corruption (PIAC) plays an integral role in achieving this mandate by protecting the Bank’s corporate image and reputation, and improving the continent’s investment climate through the deterrence, prevention and reduction of fraud, corruption, staff misconduct and other harmful practices within the Bank Group.

  • PIAC has the overriding mandate developing preventive measures to reduce fraud and corruption in bank operations, to undertake unhindered investigations into allegations of corruption, fraud and other malpractices in Bank Group Financed Operations, conduct investigations into allegations of misconduct involving staff members of the Bank.


The Position



  • Under the supervision of the Senior Data Analytics and Performance Officer and overall guidance and leadership of the Director, Office of Integrity and Anti-Corruption, the Administrative Assistant will be responsible for procurement processes and payments and other administrative duties.


Within the Office of Integrity and Anti-Corruption, the Administrative Assistant role is to:



  • Ensure procurement, administrative and financial management duties of the department are carried out effectively and efficiently.

  • Ensure timely processing of invoices and follow-up until beneficiaries receive payment.

  • Provide general administrative support to the Office of Director PIAC and two (2) Divisions of PIAC.


Duties and Responsibilities
Under the direct supervision of the Division Manager, the Administrative Assistant shall carry out the following duties and responsibilities:


Administrative and Financial Management:



  • Assist cost centre managers in the process of recruiting consultants and institutional procurement by ensuring that Bank rules, procedures and principles are respected;

  • Initiate and monitor the procurement process for goods and services and any other departmental and external events in collaboration with Procurement, Accounting and Treasury Department

  • Ensure timely processing of payments to eligible vendors for goods, services and consultancies procured on timely basis; bearing in mind compliance with Bank’s policies, guidelines and standards.

  • Processing of staff missions’ advances and claims


Office Administration:



  • Arrange travel, visa and accommodation, arrange logistics for visitors, including external experts and consultants.

  • Initiate and prepare administrative documents and forms, such as staff absences (annual leave, home leave, and maternity leave

  • Handles internal and general public enquiries; screen telephone calls from within the bank and from external clients, organize and maintain electronic diaries and make follow-up on appointments.

  • Take notes at meetings, write letters, and prepare minutes of meetings as may be required.

  •  Prepare documents, briefing papers, reports, spreadsheets and presentation.

  • Provide general administrative support for the department liaising with Procurement Department in respect of office accommodation, allocation of office furniture, equipment and supplies to the department.


Resource Management Support:



  • Provide support on all issues related to resource planning and work program implementation.


Selection Criteria



  • Hold at least a minimum of a Bachelor’s degree or its equivalent in Accounting, Business, Economics, Finance;

  • A minimum of five (05) years of relevant work experience, preferably in finance and administrative role;

  • Excellent communication skills;

  • Ability to work independently and manage challenges;

  • Proven ability to work in a team / team player;

  • Interpersonal skills with ability to relate with employees and management at all levels;

  • Problem solving skills;

  • Ability to communicate effectively (written and oral) in English or French, with a working knowledge of the other. Proficiency in both languages is an asset;

  • Competence in the use of the Bank’s standard software applications (Word, Excel, PowerPoint).

  • High degree of tact and sensitivity in dealing with internal and external clients and stakeholders at all levels;

    Nigeria - Project Manager Social Protection

    COOPI started its operations in North-East Nigeria in July 2014 to carry out a rapid evaluation of the most relevant constraints suffered by the Internally Displaced People (IDPs) displaced by the food crisis and the Boko Haram insurgency in the Lake Chad Basin.


    COOPI’s aim is to support the most basic and pressing needs of communities affected by the conflict. COOPI is providing a multi-sectoral emergency response to the IDPs, returnees and host population focused on food security, nutrition, protection and education. COOPI main area of intervention is Yobe State but we are also present in Borno state.


    Description of the project


    Title: Building Resilience in Complex Crisis (BRICC)


    Support for early recovery from conflict and resilience building in Yobe State



    • Overall objective: restore and strengthen the economic and social resilience of conflict-affected communities in Borno State;

    • Specific objective: enable the effective recovery from conflict of households in Borno state through the restoration of integrated, productive and resilient communities.


    Role Purpose


    The Project Manager is:



    • is responsible for the overall activities’ planning, execution and reporting of the Early Recovery and Resilience building project;

    • is directly assigned to, and responsible of the supervision of all logistics, HR, financial and overall functioning aspects for his projects.


    Reports to: Head of Mission/Program Manager

    Responsibilities


    Project management



    • Under the direct supervision of the Head of Base and in link with the Program Manager and Head of Mission, he/she provides overall managerial oversight to the EC/EU funded integrated project and support project implementation team;

    • S/he ensures cross departmental coordination including consortium partners’ components such as conflict management, peace building and livelihoods;

    • S/he works with consortium lead and partners to maintain and update project implementation plan;

    • In cooperation and synergy with the project staff, s/he plans and monitors the social protection, conflict management & peace building and livelihood activities’ progress, in compliance with the donor regulations, Consortium lead and COOPI’s procedures, and with the specific Project Structure and Reporting Lines definition, making use of the financial instruments provided by the organization;

    • In collaboration with the Program Manager and Head of Base, prepares all the formal communication and contract modification requests (ex. budget modification) of the project;

    • S/he ensures smooth management of COOPI base in Gashua, Yobe state;

    • S/he puts in place and follow in accountability beneficiaries feedback’s mechanism;

    • S/he represents COOPI with the local/State authorities, consortium lead and partners;

    • S/he works closely with Social Protection expert to drive critical assessment during inception phase including baseline, market and value chain assessment and mapping exercises;


    Admin/finance and monitoring



    • In collaboration with the Administrative and the Logistics team, s/he plans and monitors the expenditures in line with the project’s implementation needs;

    • In cooperation with the Program Manager, s/he finalizes the data provided by his/her team, supports the preparation, in compliance with the deadlines, of the narrative reports expected by the donors and by the partners;

    • S/he works closely with Monitoring, Evaluation, and Learning Advisor hired by lead consortium partner that to ensure oversight for all monitoring and evaluation across all activities and implementation;

    • S/he monitors the accuracy and efficiency of activities;

    • S/he ensures compliance with the fund and timely fulfillment of project’s reporting requirements.


    Logistics management



    • Liaise with logistics/procurement team to ensure the goods purchased for the project;

    • S/he supports to update the inventory and guarantees the respect of the policies and guidelines, in cooperation with the Logistics Office;

    • S/he ensures safety of staff and beneficiaries and work closely with COOPI Security Manager and Logistic team.


    HR management



    • In coordination with the Administrative team, s/he supports in hiring of new staff directly related to the project and conducts staff appraisals Upholds COOPI’s mission and Charter of Values;

    • S/he supervises the overall effectiveness and efficiency of the staff;

    • S/he follows and enforces all COOPI codes of conduct and policies (globally and in-country).


    Others



    • S/he works closely with Protection Program team to ensure protection mainstreaming;

    • S/he executes any other task necessary to good and timely completion of the projects, identified in mutual agreement;

    • S/he performs any other duties as requested by the supervisor.


    Requirements


    Essentials



    • Master’s degree in Humanitarian/Development Studies/Social Sciences or any related field;

    • At least 5 years of working experience in/with INGO on Social Protection, Conflict Management & Peace Building and Livelihoods/ FSL area;

    • Experience in managing social protection and livelihood development activities as a+;

    • Experience in managing EU funded projects;

    • Proven interest & commitment to humanitarian and development principles and a demonstrable understanding of conflict/post conflict development contexts;

    • Expertise in sustainable livelihoods, safety nets programs, in particular;

    • Data collection, analysis, and report writing including post-distribution monitoring (PDM);

    • Excellent in written and spoken English;

    • Demonstrated success in community resilient programs and technically sound in Cash transfers, capacity building and other social protection components;

    • Proven commitment to accountability practices;

    • Excellent Microsoft Office applications skills;

    • Knowledge of and adherence to COOPI Code of Conduct, understands other international development guidelines.

    Management Accounting, Budgeting, Accounts Receivable Management; Accounting Information Management; Accounts Payable Management; Payroll Processing; Cash Administration; Non-Current Assets Management; Accounts Maintenance and Vouchering; Bank Reconciliation and Statement Audit; Document Management and Petty Cash Administration.


    DETAILED RESPONSIBILITIES:



    • In charge of day to day finance and accounts operations.

    • Liaise with BOD of the financial position of the institution.

    • Approves/administers payment transfers through the bank.

    • Manages cash advance and reconciles retirement with the account officer.

    • Prepares bank reconciliation statements for all accounts.

    • Audits bank statements to ensure consistency and accuracy of bank charges.

    • Ensures vouchers are raised for transactions and posted to the applicable accounting system.

    • Ensures all accounting entries posted into the accounting system are accurate.

    • Maintains the non-current Assets Register and processes depreciation for various assets and additions/disposals entries/journals etc.

    • Prepares reports to show receivables aging and submit to management.

    • Prepares asset, liability, and capital account entries by compiling and analyzing account information.

    • Recommends financial actions by analyzing accounting options.

    • Summarizes current financial status by collecting information; preparing the balance sheet, profit and loss statement, and other reports.

    • Maintains accounting controls by preparing and recommending policies and procedures.

    • Guides other staff by coordinating activities and answering finance-related questions.

    • Reconciles financial discrepancies by collecting and analyzing account information.

    • Maintains financial security by following applicable accounting controls.

    • Prepares payments by verifying documents submitted, and disburse as required.

    • Complies with federal, state, and local financial requirements, enforce adherence to these requirements and advise management on needed actions.

    • Prepares special financial reports by collecting, analyzing, and summarizing account information and trends.

    • Any other duty of similar responsibility assigned from time to time.

    EDUCATION/EXPERIENCE:



    • A Chartered Accountant (ACA, ACCA) with a bachelor’s degree in Accounting.

    • Must have a minimum of 7 years of work experience in core accounting duties with the ability to work without supervision and able to present the organization’s financial position to the institute’s board of directors.


    SALARY 


    Ranges between N200, 000 – N 250, 000 monthly (depending on experience) excluding other benefits.
