Job Title: Senior Information Management Assistant

Context, Duties and Responsibilities
Operational Context:

• The Senior Information Management Assistant assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.


• The position is supervised by the Associate Information management Officer. Subject to the nature of the task/assignment, he/she will work independently on routine tasks, while will follow instructions of the supervisor for more complex issues.


• The position has no supervisory role. The incumbent may play a liaison role with the national and local authorities for gathering and exchange of data.

Functional Statement
Accountability:

• The Office has reliable and up-to-date data on persons of concern.


• Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners.

Responsibility:

• Assist in operationalizing country-specific common data standards and promoting them with partners.


• Assist in compiling and aggregrating information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.


• Support the operation in the analysis of processed data and information and perform data quality and consistency control.


• Facilitate the analysis of cross-border information between relevant countries.


• May be required to collect GIS data, update maps and undertake field trips to project sites.


• May be required to participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.

Authority:

• Liaise with partners and represent UNHCR in meetings related to the functions.

Essential Minimum Qualifications

• Completion of secondary education with certificate/training in Information Technology, Demography, Statistics, Social Sciences or any related area.


• At least 5 years of relevant work experience.


• Advanced Excel skills (e.g. pivot tables, functions, etc.).


• Experience with handling confidential data and demonstrated understanding of different data collection methodologies.


• Fluency in English and working knowledge of another relevant UN language or local language.

Desirable Qualifications & Competencies:

• Successful participation in the Operational Data management Learning Programme.


• Experience in web design and software development is an asset.


• Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres.


• Experience with HTML, PHP, ASP and/or Java is an asset.


• Proven skills to analyse statistical information.

Context, Duties and Responsibilities
Operational Context:

• The Driver position will be under direct supervision of the Administrative/Finance Associate.


• The incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the organization.


• He/she is required to follow strict instructions and security guidance provided by the supervisor.


• While basic function of a Driver is to drive the official vehicles of UNHCR, he/she may be called upon to perform minor maintenance and repair of UNHCR vehicles.


• The incumbent has regular contacts with staff within UNHCR office and with service providers outside UNHCR involving a limited exchange of information.

Functional Statement
Accountability:

• Assigned UNHCR vehicles are properly maintained and equipped as per technical guidance and specifications established by the Organisation.


• Local traffic rules and regulations are strictly observed.


• Instructions and security guidance provided by the supervisor and security focal point are strictly followed by the Driver and the passengers during the journey.

Responsibility

• Drive the Project vehicles for the transport of authorized passengers and delivery and collection of mail, documents, UN pouch and other items.


• Meet official personnel at the airport and facilitate immigration and customs formalities as required.


• Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned vehicles are road worthy and maintained up to the established security standards.


• Perform minor repairs and arrange for other repairs and ensure that the vehicle is kept clean.


• Ensure that the steps required by rules and regulations are taken in case of involvement in accident.


• Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.


• Perform other related duties as required.

Authority:

• Drive the vehicle only when his/her safety or security is not at risk.


• Ask the passenger about the destination of the journey and route.


• Decline to drive passengers not authorized to be in a UN vehicle.

Job Title: Assistant Livelihoods Officer

Context, Duties and Responsibilities
Operational Context:

• Since September 2017, UNHCR Nigeria has been receiving increasing number of refugees fleeing conflict in North West and South West Regions in Cameroon. In March 2018, the Government of Nigeria granted a two-years Temporary Protection Status (TPS) to all Cameroonians fleeing conflict and seeking asylum in Nigeria.


• To date 35,700 Cameroonian refugees have been registered by the government through its National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI) with technical support from UNHCR. These refugees are hosted in border communities in four states, namely; Akwa Ibom, Benue, Cross River State and Taraba, with Cross River State hosting over 85% of the refugee population. Of this population, close to 14,000 are currently in three refugee settlements established in Anyake (soon to be relocated to Ikyogen) in Benue State, Adagom (1&2) and Okende in Cross River State respectively. Additional three settlements are currently planned and being developed in Adagom 3, Oban (Akampka) and Buya (Obanlinku) in Cross River State to facilitate relocation of refugees from urban and border communities closer to the border with Cameroon, decongest over crowdedness in existing settlements of Adagom and Okende and better serve the refugees.


• The majority of the refugees reside within local communities, many of whom wish to relocate to settlements where adequate protection and assistance can be accessed. About 50% (17,427) of the refugee population is made up of adults. A total of slightly over 7,000 reside in refugee settlements in Adagom, Okende and Anyake. These adults depend solely on Cash Based Interventions for their livelihoods, which is not sufficient to meet their basic needs. Furthermore, with funding sources becoming scarce it is better to engage the adults to utilise their skills and talents to generate income for themselves so that they become independent from relying on CBI.


• The proximity of the settlements to the host community offer several opportunities to the refugees to engage in livelihood activities to supplement their CBI support which will start to be gradually reduced in September the resources will be channelled incrementally through livelihood opportunities.

• Experience in working effectively with private sector, international and national NGOs and UN organisations, and with government authorities at state and local level.

• Postgraduate specialization in sustainable livelihoods.

• Considering the importance the livelihood programme in the enhancement of the protection response and durable solutions, the incumbent will be instrumental in the design of the livelihood roadmap and in the exploration of new livelihoods opportunities


• S/he should be proactive, always looking for new opportunities, having economic and social sensibility; convincing donors and partners for mobilization of funds and establishment of impactful partnerships that will benefit to persons in need

Job Title: Assistant Protection Officer

Context, Duties and Responsibilities
Operational Context:

• The Assistant Protection Officer reports to the Protection Officer. The Assistant Protection Officer will plan and implement protection activities in their specific location(Gwoza and Bama) in Borno State whilst interfacing with other UNHCR staff and partners, members of the Protection Sector and the wider humanitarian community, including government actors of various backgrounds and capacities, the judiciary, police and other actors involved in civilian protection. The incumbent must be able to conduct trainings and field assessment missions, to advocate with diverse interlocutors and to draft documents in English. The post requires a mix of managerial, policy, legal and practical skills. The incumbent should have a good experience in the north-eastern Nigeria humanitarian context, human rights law and humanitarian law and repatriation.


• It is hereby noteworthy to indicate clearly that these positions will be based out of Maiduguri in the Local Government Areas (Monguno LGA respectively) and staff are expected to operate in the said LGA where the security situation is volatile and unpredictable. Essential Minimum Qualifications

• Undergraduate degree (equivalent of a BA/BS) in Law, International Law, political Sciences or related field plus minimum 1 year of previous work experience relevant to the function. Graduate degree (equivalent of a Master’s) or Doctorate degree (equivalent of a PhD) may also be accepted.


• Knowledge of English and UN working language of the duty station if not English.
