NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. ICLA TECHNICAL ASSISTANT (COMMUNITY LIAISON)

WASH TECHNICAL OFFICER

LOCATION 
Monguno, Borno State


As part of the emergency response, one of the main focus for NRC in the coming months will be the provision of durable solutions for conflict affected populations including IDPs, returnees and the local communities in Borno, Adamawa and surrounding displacement affected population in the north-eastern states. NRC is therefore looking for a WASH Technical Officer in our Field office in Monguno – Nigeria. The purpose of the WASH Technical Officer is day to day implementation of the WASH Technical support functions portfolio. The WASH Technical Officer – Monguno reports to the WASH Coordinator based in Maiduguri.


TASKS AND RESPONSIBILITIES

Ensure adherence to NRC policies, tools, handbooks and guidelines and donor requirements;

Coordinate the WASH activities according to strategy, proposals, budgets and plans

To assist the WASH Coordinator in all aspects of WaSH programs planning, implementation, monitoring and evaluation

Develop technical specifications and bills of quantities (BOQ) for works

To assess the WASH training needs of the community and assists in the development of appropriate training materials and plans

Conducts water quality testing and sanitary inspection at water points

Provides technical assistance to the WASH Program Development Manager and local counterparts on issues of water and sanitation information and communication strategies

Assists in the establishment, and training of water point committees as well as monitoring their performance

Assists in the compilation of weekly and monthly WaSH reports, program documents, project proposals, and budgets

Ensure adherence to NRC policies and donor requirements

Involve and inform communities and community leaders about the activities

Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures


SPECIFIC RESPONSIBILITIES


Work closely with the Monguno Project implementation team;

Water and sanitation infrastructure construction (Boreholes, latrines,);

Break down the annual operational plans into weekly, monthly and quarterly implementation plans;

Preparing weekly progress reports and others documents required for the water and sanitation infrastructures such as boreholes, latrines;

Performs any other duties as reasonably requested by the WASH Project Coordinator.


QUALIFICATIONS

Higher diploma in Civil or Water Engineering or Public Health (BAC+5) minimum

Minimum 3 years’ experience from working with wash projects in a humanitarian/recovery context.

Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.

Previous 2 years work experience in community based Water and Sanitation programs; Work experience with an INGO is desirable

Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols

Familiarity with international minimum standards of Water and Sanitation delivery (i.e., SPHERE) is an advantage

Excellent communication skills – written and spoken – in English required.

Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)

Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts

Computer literacy in word processing and spreadsheets is required,

Familiarity with AutoCAD, GPS, Arc GIS and Google Earth is strongly desirable

TASKS AND RESPONSIBILITIES

Human Resources Management:

Team Management:

If you learned to write a resume more than 10 years ago, you may be thinking, "I did not know there were different formats." That"s because until recently, most workers were pretty predictable: they stayed at the same company-or at least within the same field-through their careers. Few people switched careers, and they certainly did not switch careers the three to five times many workers today do.


Everyone learned how to write a chronological resume because it made sense. And it"s still a viable format for many people, but there"s a whole new world of possibilities out there. Below is an outline of popular formats and a listing of when they"re most useful.


Chronological Resumes


These are still the most commonly used resumes-first, because most people apply for jobs that are relatively similar to the position they are currently occupied and secondly, because it"s the most common taught resume. Chronological resumes are perfect for showcasing your growth within a field of employment and progression up a career ladder.


Use this format when you"re:


o Applying for a position within the same field.


o Applying for a promotion at the same company.


To format this type of resume:


o Start with your Objective, where you list a specific job you"re interested in, or an Interest section, where you list a few of your most marketable strengths.


o Next is the Experience or Work History section. In reverse chronological order, list your jobs, dates of employment, and significant tasks.


o Add your Education section third (assuming you"ve been out of school at least five years and have been building your career since then), and include any special training or certificates you"ve received.

Functional Resumes

Job Title: Education Specialist – EiE, (P-3)

UNICEF Nigeria recently scaled up its integrated humanitarian response plan, and is leading humanitarian response in the education, WASH and nutrition sectors in the country, as well as the child protection sub-sector. UNICEF Nigeria provided financial and technical assistance towards forming the National Health Policy, and also successfully advocated for making Primary Health Care a priority for the sector. With our support, more than 3.8 million people accessed primary healthcare services in 2016, and nearly 390,000 children were vaccinated against measles and 165,550 families received insecticide treated bed-nets. We are currently tackling the resurgence of wild poliovirus. UNICEF Nigeria is also providing critical support to the national HIV program.

How can you make a difference? 
Under the technical guidance of the Chief of Education, Basic Education Section, Abuja, the incumbent coordinates UNICEF education response in northeast Nigeria under the L3 including the overall coordination, oversight and development of strategies, action plans and other relevant and required documents, oversee procurements and supply processes, provide technical expertise in support of achieving results, working with the education team in Borno Field Office and other sections. Accountable for effective planning, building capacity, monitoring and reporting of education program, in support of the Education Section:


  • Provide professional technical assistance on EiE (Education in Emergencies) for programme development and management by collecting and analyzing data and monitoring implementation progress.

  • Prepare programme work plans as required. Propose adjustments/changes in work plans. Propose program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices for supervisor.

  • Contribute to staff development and training

  • Manage and monitor grant expenditures, ensuring funds are expended as planned.

  • Oversee procurement, disbursement, monitoring and reporting of supplies

  • Provide government authorities with technical assistance and supports in planning and organizing training programmes for the purpose of capacity building and programme sustainability

  • Oversee required assessments in the states on education related issues e.g. schools, teachers and students. Maintain database on relevant data on children disaggregated by gender and geography

  • Facilitate partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate data and information, exchange information on programme/project status and implementation.

  • Develop proposals, strategies and action plans to expand UNICEF’s response to EiE as required including log frames and budgets.

  • Undertakes field visits to monitor and assess programme implementation and decides on required corrective action.

  • Prepare quality and timely reports, narrative and financial, ensuring information is update and accurate.

  • Manage education staff and consultants at the field office/state level and provide technical guidance on programmatic interventions.

Qualification of Successful Candidate
Education:


  • Advanced university degree in education, economics, psychology, sociology or other social science field is required.

Work Experience:


  • At least 5 years of progressively responsible relevant work experience in programme planning, management, and/or research in education at the international level, some of which preferably in a developing country is required.

  • Experience working effectively in a multi-cultural and sets high standards for quality of work and consistently achieves project goals.

  • Communicates effectively, both orally and in writing, to varied audiences, formally and informally.

  • Applies and shares technical knowledge to government partners and national officials.

  • High analytical skills using diverse and complex quantitative and qualitative information from a wide range of sources.

  • Proven ability to work in harsh condition

  • Experience in Nigeria an asset.

  • Demonstrated ability in project management, preferably within humanitarian context.

  • Experience working in the UN or other international development organization an asset.

  • Demonstrated understanding of education in emergencies and schools under attack.

Language Proficiency:


  • Fluency in English is required. Knowledge of the local language of the duty station is an asset.
